Educational Requirements:
∎ Honors/ Masters from any reputed University/Institutions Specially Supply chain management/ business administration or any other relevant subject with all second class/ division or equivalent GPA/ CGPA in academic examinations. Candidates with professional degree in supply chain management will get preference.

Experience Requirements:
∎ 3 to 4 year(s)

Job Responsibilities:
∎ Assit and work on Strategic Sourcing and High Value Procurement Including Construction, ICT, Equipment’s, Medicine & Health Product, Consultancy, Service outsourcing, Insurance, Vehicle contract, and other non consulting service etc.
∎ Undertake due diligence and pre-qualification of suppliers according to BRAC Procurement Guideline and policies.
∎ Conduct Framework Agreement & Contract Management for entire HCMP procurement operation.
∎ Engages with high-complexity suppliers, monitors their performance and take appropriate measure to develop them.
∎ Assist in Negotiation process (Committee formation, negotiation approval and documentation to the outcome) through applying right technique, Contract Management and Supplier Performance Management.
∎ Compiled and analysis of Annual Procurement Plan and recommend suitable outcome.
∎ Contribution in Development of Specification, ToR, Evaluation criteria & Terms.
∎ Assist to Manager, procurement to Monitor expenditure of supplier and conduct strategic analysis regularly across all expenditure categories and ensure deviations are escalated to the Head of Admin, Log & Procurement.
∎ Monitor Supplier (nominated suppliers) Management activities to ensure effective implementation of agreed upon contract.
∎ Assit in Vendor Enlistment Process, Supplier categorisation and regularly update of vendor information.
∎ Develop item catalogue and assist in preparing procurement requisition, including specifications and other relevant fields in it.
∎ Prepare RFQ/RFP/Tender doc and send to potential bidders in applicable case, collect quotation within timeline, bid evaluation, commercial evaluation, delivery follow up, bill management, etc.
∎ Visit to market to identify potential suppliers (if necessary). In some cases spot quotation needs to take for emergency goods procurement, post factor approval, etc.
∎ Check and record bills according to requisition and ensuring compliance in bill processing.
∎ Ensure cost effectiveness & cost efficiency together with a range of additional benefits including improved supplier performance, improved quality of service and total cost of performance along with risk management.
∎ Ensure compliance and make sure all procurement activities of HCMP are conducted following the HCMP procurement guideline
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Substantial demonstrable experience of working in procurement and/or supply chain within a humanitarian setting is essential.
∎ Proven experience of driving improvement with a specific focus on quality management.
∎ Knowledge on people management.
∎ Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internally and externally.
∎ Have computer skills with all Microsoft Office programs (MS Word, Power Point, and Excel).
∎ Excellent influencing, negotiating and communication skills.
∎ Excellent organization, and coordination skills.
∎ Excellent expertise to overcome obstacles in internal and external relationship building.
∎ Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
∎ Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
∎ Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
