∎ B.Sc. Engineer must have a minimum 7 years of work experience in quantity surveying, with a strong focus on estimating and costing during the tender phase within the construction industry.
∎ Diploma Engineer must have a minimum 12 years of work experience in quantity surveying, with a strong focus on estimating and costing during the tender phase within the construction industry.
∎ At least 3 years of experience as the lead of the tendering works in a reputable construction organization will be advantageous.
∎ Proficiency in quantity surveying software and MS Office Suite, particularly Excel and estimating software.
∎ In-depth knowledge of construction contracts, procurement methods, and tendering processes.
∎ Excellent analytical, numerical, and problem-solving skills, with keen attention to detail.
∎ Strong communication and negotiation abilities, with the capacity to build and maintain effective relationships.
∎ Ability to work under pressure and meet tight deadlines in a fast-paced environment.
∎ Familiarity with relevant regulations, standards, and industry best practices.

Responsibilities & Context:
∎ Analyze tender documents, including drawings, specifications, bills of quantities, and draft contracts, to understand project requirements, scope, and constraints.
∎ Conduct detailed quantity take-offs for materials, labor, and other resources required for tender submissions, ensuring accuracy and completeness.
∎ Conduct thorough rate analysis for various construction activities, evaluating labor, material, and overhead costs to determine competitive rates and ensure cost-effectiveness in project execution within project budgets and profitability targets.
∎ Identify opportunities for cost savings and value engineering to enhance the competitiveness of the tender submission.
∎ Assess and quantify project risks related to cost, schedule, and scope, and incorporate risk allowances into the tender price.
∎ Obtain competitive pricing and quotations from suppliers, subcontractors, and other relevant stakeholders.
∎ Conduct market research and competitive analysis to benchmark tender prices against industry standards and competitors, as well as feasibility studies to assess the viability of proposed construction projects.
∎ Manage tender deadlines effectively, ensuring the timely completion of all submission requirements, including document compilation, review, and finalization, to meet client deadlines.
∎ Maintain detailed records of quantities, costs, and other relevant data for tender works, correspondence, preparing reports, and presentations as required for management review and decision-making.
∎ Cultivate positive relationships with clients, attending pre-tender meetings, clarifying requirements, addressing inquiries, and providing timely responses to enhance client satisfaction.
∎ Prepare work billing measurement sheet, submit interim payment application, and interim payment certificate throughout the construction phase.
∎ Prepare financial claims, extension of time and engineer's instructions for variations, cost proposals related to changes in project scope, drawings, and specifications from contract documents.
∎ Collaborate with site construction teams to finalize and certify the actual physical work done at the site to facilitate subcontractor payments.
∎ Prepare total estimated budget of project, periodical budget, monthly cash out flows, anticipated income cash flows, various financial statements or reports at regular intervals during the construction period.
∎ Conduct regular site visits to monitor progress, prepare monthly work progress reports, necessary work productivity analysis, and project costs throughout the construction process, identifying areas where cost savings can be made.
