Educational Requirements:
∎ Applicant must have -
∎ Advanced (Masters/MPhil) or equivalent degree with Honours in a subject from Social Science discipline relevant to governance and (social) development;
∎ Secured at least one first class/division in public examinations from secondary education & above. Those with 3rd division/class or a CGPA of less than 2.5 on a scale of 4 or 3 on a scale of 5 at any stage of academic life should not apply;
∎ At least 10 (ten) years of practical experience with a proven record of teamwork & leadership in civic engagement, in particular working with citizens preferably at the local level, and related fields such as governance, advocacy etc. of which at least 7 (seven) years at senior level positions;

Job Responsibilities:
∎ Provide strategic leadership and guidance in up-scaling citizens' engagement in anti-corruption social movement at the local level, presently in 45 areas all over the country and leading the whole process;
∎ Manage, plan, design and implement project activities both directly and by involving citizens mobilized through various core actors, e.g., Committees of Concerned Citizens (CCCs) and Youth Engagement and Support (YES) and Active Citizens' Group (ACG);
∎ Inspire and motivate the CCCs and YES and ACGs for active participation in the anti-corruption social movement;
∎ Provide strategic direction to field operations in terms of mobilising core actors and effective implementation of specialised digital tool PACTApp-based community monitoring of governance gaps and corruption in selected service delivery entities in sectors like social protection, health/education, land, environment, construction, and lead follow-up actions;
∎ Develop programme strategies and guidelines for rapport building with core actors and other relevant stakeholders for strengthening the social movement against corruption;
∎ Oversee that the results of community monitoring and challenges faced are acted upon and implemented at the district and sub-district levels; and provide effective feedback to the data analyst and other relevant teams for further improvisation of the App and/or plan, if needed;
∎ Ensure strategic linkages between local and national level advocacy efforts relevant to the project objectives and goals set in the logical/result chain framework for assessing and reporting results;
∎ Undertake field visits at regular intervals and provide technical advice from time to time for ensuring a quality programme implementation in line with the expected outcome of PACTA;
∎ Provide substantive inputs to programme assessment and documentation of the results achieved through programme interventions;
∎ Actively participate at every stage of the project cycle within the CE Division as well as between CE and other divisions, especially in cross-cutting areas like monitoring, evaluation, knowledge & information management, training & gender issues and overall project coordination;
∎ Lead the budgeting process for the CE division and provide directions for proper utilisation of budgetary allocation from the perspective of value for money; monitor the trends of expenditure by liaising with the Finance team and field staff; lead, guide, inspire, mentor, motivate and monitor and evaluate the CE staff under her/his supervision;
∎ Take overall responsibility for maintaining regular contact and building relationships with local level govt. officials, public representatives, NGOs, local media and other relevant stakeholders;
∎ Undertake civic engagement analysis to identify key constraints to improved citizens' engagement at the local level including policy considerations, and capacity building;
∎ Organize and participate as a resource person in external meetings, conventions, seminars, workshops, symposiums, etc., relevant to civic engagement;
∎ Undertake continuous personal and professional development to be able to contribute to upscaling knowledge and skills in the area of anti-corruption social movement through citizens' engagement;
∎ Engage and contribute as a member of TIB's Executive Management Team in project planning and operations, donor relations, and fundraising efforts, including providing inputs on proposals and drafting progress reports;
∎ Perform any other duties assigned by the organisation.

Additional Requirements:
∎ Age 35 to 60 years
∎ Excellent communication skills, written and spoken, both in Bangla and English with the ability to deliver and moderate presentations at external events;
∎ Proficiency in using computers with relevant software such as Microsoft Office Suites, word processing and the internet to research and prepare materials;
∎ Sound conceptual and analytical understanding of issues relevant to job highlights, with particular relevance to social mobilisation for governance, accountability and transparency.
∎ Excellent planning, coordination, and project management skills; experience and expertise in thinking holistically about the organisation's mission and synchronise between work of the CE and work of other divisions;
∎ Strong stakeholder management skills and ability to work with individuals from diverse academic and social backgrounds and age groups, especially the youth; sound knowledge and understanding of local level dynamics for effective and sustained engagement; ability to produce and implement innovative strategies for mobilising citizens, including the youth, against corruption;
∎ Robust teamwork and collaboration skills, with demonstrated ability to work effectively in teams; with a high degree of discretion, tact and sensitivity in dealing with volunteers and other stakeholders including crisis management; and with the ability to influence and develop consensus on difficult and controversial issues and balance multiple stakeholder expectations and objectives;
∎ Ability to quickly learn, adapt, and innovate to meet new challenges; demonstrated high initiative and drive for results; high degree of energy, creativity, and flexibility;
∎ Capacity to work independently with minimal supervision to meet deadlines and produce high-quality results in an environment of multi-tasking with competing priorities and deadlines.
∎ Experience in working on anti-corruption issues will be an added advantage.
