∎ MBA in Accounting from any reputed Public / Private University.

∎ Age at most 40 years
∎ Experience in working with INGOs/ development organisations, or donor, or GoB projects with donor support.
∎ Working knowledge for the preparation of Donor, UNDP and GoB financial Reporting i.e. Annual Development Programme.
∎ Experience in comprehensive budget preparation in light of the Multi-year Budget and smooth implementation of the Annual Work Plan.
∎ Experience on food security and livelihood programming, preferably in riverine char and coastal regions of Bangladesh.
Responsibilities & Context:
∎ The Field Facilitator will serve as the key focal point for project implementation at the Union level and will report directly to the Project Focal. S/he will be responsible for leading and managing the entire tasks and quality implementation of planned activities in the project location. S/he will be maintained strong collaboration with all staff and stakeholders efficiently.
∎ Key Responsibilities:
∎ The Finance & Admin Officer will serve as the key focal point for project implementation at the Union level and will report directly to the Project Focal. S/he will be responsible for leading and managing the entire tasks and quality implementation of planned activities in the project location. S/he will be maintained strong collaboration with all staff and stakeholders efficiently.
∎ The Finance and Admin Officer will work under the leadership of the Team Leader to support overall administration of financial planning and budgeting of the Project.
∎ Preparation and submission of monthly and annual project budget and Annual progress reports in line with UNDP and NGO Forum requirements.
∎ Regularly monitor the project budget, to inform the Project Management and other staff on the project expenditure rate and give advice on any necessary adjustments.
∎ Ensure implementation of regulations and procedures for procurement as well as preparation of the Project’s periodic and Annual reporting and submit in time.
∎ Oversee all payments issued under the project (including those made to vendors, grantees, consultants and staff) and ensure that they are issued in compliance with UNDP financial & accounting policies and procedures and that they are in line with the project budget.
∎ Routinely monitor and follow up on any outstanding advances and ensure appropriately liquidated within a timely manner.
∎ Monitor the financial performance of supply management systems/procurement/inventory management.
∎ Compliance of operations with donor rules, regulations, policies, procedures and monitoring achievement.
∎ Establish or fine tune NGO Forum and donor financial procedures: e.g., receipts, payments, disbursements, and bookkeeping, filing procedures for the Project.
∎ Ensure receipts of bill/vouchers and record of filed level expenditures in a timely manner.
∎ Make sound contributions to knowledge networks and communities of practice.
∎ Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to stakeholders.
