Job Context:
∎ Reporting to: Finance, Grants and Compliance Manager
∎ Functional Relationship: Programme Director, Deputy Programme Director, and other technical and field staff of the Programme.

∎ Job Summary: The Finance Officer will be responsible for assisting the Grants, Finance and Compliance Manager in designing the financial management system of the Programme as well as his strengthening efforts to the organizational financial management, procurement and administrative system. S/he will work closely with Grants, Finance and Compliance Manager to establish track over the fund flows from the FCDO and to the Field Offices, ensure compliance of the expenditures and keep proper documentation of the transactions. Conduct internal auditing of the field offices and face external audits together with the Grants, Finance and Compliance Manager.
∎ Work condition: Office based Job- 60% and Field job/travel- 40%
Job Responsibilities:
∎ Assist Grants, Finance and Compliance Manager in preparing quarterly financial forecasting on timely basis with accuracy so that fund flows from the FCDO never gets delayed.
∎ Collect Field Offices budgetary needs and compile for timely fund disbursement to the Field Offices.
∎ Assist Grants, Finance and Compliance Manager for conducting various training on financial management for the Field Accounts Officers.
∎ Provide necessary advices to the Field Accounts Officers on their day to day queries on financial management, procurement, and documentation.
∎ Assist Grants, Finance and Compliance Manager in designing various system and compliance mechanism and guidelines for a smooth financial management of the Programme including procurement.
∎ Check bills, vouchers and take necessary actions for payment maintaining proper compliances.
∎ Assist Grants, Finance and Compliance Manager for procuring goods and services maintaining necessary compliances.
∎ Assist in preparing budget and all types of financial reports to be submitted to donor, HQ and CO.
∎ Impart field visit to conduct internal audits of the field offices accounting and documentation and guide to take necessary measures over the identified audit observations.
∎ Manage super functional working relationship with the Programme team and stakeholders for achieving Programme goal.
∎ Any other tasks as assigned by the line manager for achieving Programme goal.
Additional Requirements:
∎ Minimum 5 years' work experiences in the development sector of Bangladesh through National/ international NGOs with particular focus on Financial Management and Procurement.
∎ Some experience in conducting internal audit and facing external audits.
∎ Experience in preparing budget, forecasting, and various financial statements.
∎ Experience of processing bills, vouchers and payments maintaining organizational compliances.
∎ Challenge taker and meet the deadline.
∎ Expert level competency in any accounting software preferably QuickBooks, and in Microsoft Word, Excel, Power point and Outlook.
∎ Good command over English and Bangla both verbal and written is necessary.
