Educational Requirements:
∎ Bachelor of Medicine and Surgery (MBBS) with 1-year internship having valid registration from Bangladesh Medical and Dental Council (BMDC)
∎ Clinical knowledge in Medicine, Gynecology, Obstetrics, Pediatrics at the Primary Health Care curative & preventive level as well as Emergency Preparedness and Response will get preference.

Job Context:
∎ The International Committee of the Red Cross (ICRC), established in 1863, works worldwide to provide humanitarian help for people affected by conflict & armed violence and to promote the laws that protect victims of conflict. As an independent and neutral organization, its mandate stems essentially from the Geneva Conventions of 1949. Based in Geneva, Switzerland, it employs around 20,000 people in 100 countries; it is financed mainly by voluntary donations from governments, the national Red Cross, and Red Crescent societies. The ICRC in Cox`s Bazar Office is now looking for an enthusiastic, dedicated and motivated person for the following position.
∎ Contract Type: Fixed-term Contract (1 Year)

Job Responsibilities:
∎ The Health Field Officer will work under the direct supervision and guidance of the Health Delegate in the ICRC's Office in Cox's Bazar.
∎ Implements and monitors the health programmes supported by the ICRC in cooperation with the Ministry of Health and Family Welfare (MoH&FW),, the Deputy Director of Family Planning (DDFP) Bandarban and any other interlocutor.
∎ Assesses situations that could require ICRC health support and timely report to the line manager
∎ Contributes to analysing the humanitarian, political and security environment to identify health needs in the AoR and timely reports on any related changes in the situation;
∎ Implements medical consultation in the Mobile Medical Unit (MMU), according to the national and international guidelines and ICRC standards and supports the MMU as needed
∎ Ensures adherence to infection prevention and control measures.
∎ Participates in monitoring to evaluate the MoH&FW, and DDFP's accountability and financial statement
∎ Assists building capacity of the ICRC Mobile Medical Unit(MMU), as well as the staff working in ICRC supported facilities and volunteers as required., to assure the qualitative curative and preventable care
∎ Ensures the improvement of care for Communicable and Non-Communicable diseases, Family Planning, Nutritional screening, Psychological First Aid, and Emergency response such as disaster or outbreak of illness, epidemic & pandemics, and Prevention
∎ Facilitates with the staff working in ICRC supported facilities to carry out regular coordination meetings and learning sessions twice per month
∎ Ensures fulfilment of objectives defined in action plans through the definition of indicators to evaluate and assess the impact of the programmes
∎ Prepares reports and statistics in a detailed and timely manner (daily, weekly, monthly, and quarterly)
∎ Analyses data and contributes to written internal reporting and activity programming as part of institutional exercises relating to planning, and monitoring programs;
∎ Monitors the stock of medical items and preparing orders accordingly in collaboration with the pharmacist and in agreement with the line manager.
∎ Develops and maintaining a network of relevant interlocutors
∎ Regularly participates in relevant Health meetings, as well as conducts meetings with heads of different services to better analyze health needs;
∎ Assures appropriate translation for delegates or other colleagues during field trips and meetings and ensuring relevant translation of documents and texts, as necessary
∎ Analyses the effectiveness of the systems implemented and provide advice to improve/adapt to the local context
∎ Participates in the design or adjustment of training programs as required
∎ Carries out logistical tasks regarding training/workshops, and so on

Additional Requirements:
∎ 3 to 5 years of similar work experience in Public Health in the humanitarian sector including at least 2 years of clinical work experience in Government or private hospital setting
∎ Experience in the Public Health, Primary Health Care department would be an advantage
∎ Experience in coaching medical staff and/or health volunteers
∎ Good connections with the local health authorities or groups of interest for the ICRC
∎ Excellent fluency in spoken and written English & fluency in local language (Bangla, Chittagonian)
∎ Excellent and proven command of Word, PowerPoint, and Excel
∎ Knowledge on Evaluation, Analysis, and Results-Based Management
∎ Good knowledge of the geographically assigned environment
∎ Excellent oral and written communication skills as well as interpersonal and team working skills; the sense of responsibility; strong organizational skills; perseverance; rigor
∎ Ability to remain flexible and to maintain good spirits in challenging and stressful situations
∎ Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural, and multi-disciplinary environment
∎ Empathy and compassion with a strong commitment to teamwork and humanitarian principles.
