Educational Requirements:

Job Context:
∎ Duration of the contract : 6.5 months, with possible extension
∎ Based in : Dhaka
∎ Reporting to : Manager, Logistics and Procurement (IFRC)
∎ Job Purpose:
∎ Under the direct supervision of the Manager, Logistics and Procurement, the Junior Logistics Officer will be responsible to and provide Logistics and Procurement services under the IFRC system. This includes ensuring the efficient, effective, quality and timeliness delivery of procurement services as per IFRC Procurement guideline for the COVID - 19 Operations but not limit to and may support to the other programme. of IFRC Bangladesh Country Delegation.
∎ The position will promote the establishment of IFRC Global Logistics and Procurement guideline, strategies and standards, good practice and lessons learnt. The Junior Logistics Officer will work with both the IFRC and the BDRCS.

Job Responsibilities:
∎ Support to planning, conducting and co-ordinating of procurement services in line with ongoing COVID - 19 operational need and deadline.
∎ Conducting procurement below CHF 20,000 under COVID - 19 Operations but not limited to and ensuring IFRC standard procurement procedures quality goods and services.
∎ Assist to monitor the ongoing procurement files in line with the programme deadline and delivery deadline.
∎ Managing and coordinating with the external personnel who are visiting office for information.
∎ Ensure support for NS/PNSs following the global standard Procurement policies.
∎ Conducting local procurement below CHF 20,000 by following global procurement procedures.
∎ Preparing RFQ, launching restricted tenders, collection of quotations and preparation of evaluation documents.
∎ Support the new vendor assessment, governance, on-boarding, and approvals.
∎ Build relationships with NS/PNSs Procurement teams to share learning and develop capabilities to enable the transference of procurement activities.
∎ Coordinate/communicate with the relevant stakeholder as per instruction by the line manager to obtain necessary information and ensure required support.
∎ Collecting information and support to maintain joint stock of relief goods with NS and generate report.
∎ Ensuring best practice of IFRC Seven Principles, and compliance with necessary regulation, legislation and IFRC procedures.
∎ Regularly update the supplier's database.
∎ Input and update the information for preparation of monthly report.
∎ Managing the record of requisitions receiving from programme as per expenditure deadline.
∎ Coordination with suppliers to receive the bills and submit to finance as per deadline.
∎ Coordination with requester for procurement in terms of preparing the specifications.
∎ Undertake daily interaction with internal and external suppliers.
∎ Work across cross functional and diverse activities with strong people management skills
∎ Assist with the monitoring of Red Cross' procurement processes, ensuring all purchasing activities meet legislative, regulatory and policy requirements.
∎ Support to documentation and international importation of relief goods for IFRC in Bangladesh.
∎ Support to initiate duty free import importation of relief goods in coordination with Regional Office as per operational need.
∎ Assist Manager Logistics and Procurement to address procurement requirement and related issues for the IFRC.
∎ Identify learning and training opportunities of IFRC Procurement guideline and work as a mentor for less experienced staff.
∎ Assist Manager, Logistics and Procurement in Procurement related meeting and prepare the meeting notes.
∎ Any other tasks assigned by the line manager.

Additional Requirements:
∎ Experience:
∎ Two years practical experience in logistics and procurement field is mandatory.
∎ Experience of working for a humanitarian aid organisation in logistics and procurement department.
∎ Experience in Red Cross/Red Crescent logistics systems is preferred.
∎ Knowledge and Skills:
∎ Capacity to working under pressure.
∎ Advanced skills in computers (Windows, word processing, power point, spreadsheets).
∎ Ability to work in a cross-functional environment.
∎ Strong interpersonal skills and good understanding of the global organization.
∎ Excellent written and verbal communication skills and the ability to provide authoritative advice.
∎ Ability to work to tight deadlines and handle multiple tasks.
∎ Skills in training and developing staff.
∎ Exceptional organizational ability with an eye for detail.
∎ Documentation preparation/presentation and computer-based production skills.
∎ Sensitive to cultural and regional issues.
∎ Confidential approach when dealing with people's information.
∎ Languages:
∎ Fluently spoken and written English.
∎ Good command in Bangla.
