Requirements:
Responsibilities & Context:
∎ Defines procedures and ensures the implementation, monitoring, maintenance and correct functioning of the L&D tools, processes and plans
∎ Manages L&D activities in support of and in close collaboration with the field supervisors, managers &/or field coordinators responsible for each department (logistics, medical, supply, etc.).
∎ Carries out learning needs assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions.
∎ Upon approval of line manager, liaises directly with the staff to identify learning needs, supporting L&D plans & solutions and prioritization of requests.
∎ In close collaboration with the HRCo, plans & supports all L&D aspects of the employee development cycle: , induction processes, individual and team development & training plans, performance evaluations, relevant aspects of recruitment, as well as communication about and upkeep of L&D tools and opportunities.
∎ Ensures follow-up and evaluation to support staff in transfer of learning to performance after L&D processes and learning events.Develops L&D tools, processes & strategy when needed together with the PDM &/or HRCo to implement with the HR Manager and with project leaders & managers.
∎ Ensures the proper documentation, filing and the compilation of records of training courses and learning programs and regularly shares them with the hierarchical and with the functional report (HR Manager, PDM, HR Coordinator).
∎ Acts as a technical L&D Specialist, providing advice, technical feedback about and follow-up on quality of implementation of L&D activities linked to operational needs and objectives.
∎ When required, acts in Flying/ Mobile role to provide L&D technical advice and support to other parts of the mission in collaboration with the PDM/Dep HRCo.
∎ Facilitate L&D briefings for new arrivals/hires and elucidate the function of IST L&D.Enforce the mission specific training policy according to the MSF IST L&D log frame.
∎ Implement tools for the induction and onboarding of new staff as stipulated in the IST L&D framework 2024 with the support of HRCo/Dep HRCo.
∎ Upon request of the line managers support the assessment of training needs for the teams they supervise.
∎ Together with the HRCo/Dep HRCo implement and follow-up on the performance management framework tool.
∎ Plan and facilitate refresher trainings on L&D/HR topics periodically.
∎ Support and follow up on pre and post- training activities completed by the learners and their managers.
∎ Support of HRCo/Dep.HRCo in the budgeting plans for L&D activities for the IST teams.
∎ Ensure L&D reports are regularly updated, submitted to the HQ technical referents in a timely manner.
∎ Liaise with the HRCo Assist to ensure the trainings are encoded on Homere.
∎ With the support of HRCo/Dep.HRCo prepare and maintain potential (domestic and international) detachments/staff mobility for IST.
∎ Manage and supervise the IST Training Officer.
∎ Implement IST framework and logframe 2024Liaise with L&D focal persons in other MSF sections bi-weekly/monthly for enhanced collaboration on common trainings, offers and database that can be coordinated through IST.
∎ Collaborate with the L&D focal persons to develop a common knowledge base with the necessary tools and templates that aide in learning activities.
∎ Develop templates in collaboration with the L&D focal persons and Dep.HRCo for measuring the effectiveness of the trainings/learning activities.
∎ Explore and create a database of external training providers for common agreed training offers by IST.Ensure the L&D newsletter is updated and shared monthly.
∎ Essential previous working experience of at least one year in relevant jobs.
∎ Desirable previous experience in similar roles with MSF or other NGOs
∎ Essential experience in delivering basic level training courses based on adult learning theories.
∎ Proven strong collaborative, communication and networking skills
