∎ Purpose: The Finance & Admin Manager position is for the USAID Bijoyee Activity, of which CARE Bangladesh is the prime and BYLC is one of the subs. The project focused on a comprehensive Initiative focused on empowering and engaging young people in Bangladesh. It aims to address various aspects of youth development, including education, skill building, employment, entrepreneurship, civic engagement, and social inclusion as stated in project documents.
∎ The Finance & Admin Manager will be responsible for financial aspects and administrative support for smooth operation for Dhaka North Hub team of USAID Bijoyee Activity. S/He will ensure its successful execution and timely completion of work under the guidance of CARE and BYLC Bangladesh. This position will be based in the Dhaka under Dhaka North Hub of USAID Bijoyee Activity.
∎ Duration: 3 years with possibility of extension for further period as per project requirement.
Job Responsibilities:
∎ Core responsibilities: Strategic: (30%)
∎ BYLC's Strategies and project goals, policies, plans, and guidelines are properly maintained
∎ Support to enhance on to establish strategies for organizational and institutional development, growth, and sustainability
∎ Initiatives to enhance BYLC's image and leadership role nationally and globally
∎ Institutional and program regulatory approvals and adherence of country laws and regulations
∎ Promote and practice BYLC Values (Integrity, Respect Towards Others, Empathy, Excellence in everything We Do, Continuous Development and Practice Adapting Leadership) at all times
∎ Ensure Safeguard and protection of life and dignity of all associated personnel of BYLC as well as the assets and property.
∎ Contribute to Develop/review/update / implement and promote
∎ Preparing Strategic Planning, Budgeting and Forecasting: Prepare Strategic Planning, Budget preparation for every & multiyear.
∎ Provide policy guidance to the team so that everybody can use financial and other resources as per policy guidance and make support services and procurement following the guideline and preserved in a safe place.
∎ Communication among team members and stakeholders.
∎ Ensure compliances of donor and organization.
∎ Communication/ Collaboration and Networking/ Monitoring and Evaluation/ Team Building.
∎ Operational: (60%)
∎ The Finance & Admin Manager will involve in collaborating with various stakeholders and project team to support smooth implementation as per guideline and financial policy of the project
∎ Prepare fund requisition of approved budget and ensure utilization of fund as planned and approved activities
∎ Guide the team and track deliverables, analyze variances and budget and undertake of corrective action including systematic documentation for future audit.
∎ Checked daily voucher supporting documents, cash book & ledger & other necessary documents and ensure to approve.
∎ Finance & Analytical report preparation and VAT coupon & Tax deduction calculation checking and track and deposit to bank timely by challan.
∎ Verify all transactions comply with financial policies and procedures and Maintains accounting & Administrative controls
∎ Take initiative to fixed assets purchase, depreciation calculation, or disposal if needed by organization & donor's rules & regulation; ensure all kinds of assistance when audit conduct.
∎ Ensure enlisted vendor, Check purchase/store requisition and take initiative to approval, evaluation the RFQ, make comparative statement & work order, prepare note for record when needed, check logistics and goods through challan (if needed) and ensure quality and quantity.
∎ Gathering, monitoring, and communicating on donor rules and regulations (from website, emails and meetings) including during grant proposal kick-off meetings (narrative and budget)
∎ Support to prepare annual activity plan and revised activity plan as required, implement planned activities, prepare and renew office rent agreement, prepare monthly logistic plan to support program activities.
∎ All staff leave a record check in HRMS Software in a timely manner.
∎ People Management and Relationship Building: (10%)
∎ Supervise one Finance and Admin Officer
∎ Visit the field when required as per yearly plan & budget and supervise the program progress in the field office.
∎ Communicate physically, written, email (Bangla & English) & over phone with BYLC Head office, Donor & local concern authorities.
Additional Requirements:
∎ Age 28 to 35 years
∎ Experience of Project financial & administration role in any NGO/ development organization
∎ Experience on Financial and Administrative management for USAID Funded is mandatory.
∎ Required technical skills: Good knowledge and skills on Tally management and familiar with different Financial operation software
∎ The candidate should have strong financial & administrative skills
∎ Excellent communication abilities
∎ External and internal stakeholder management
∎ Proven record of accomplishment of successfully managing USAID projects and protocols
∎ Excellent skills on report writing, analytical, G Suite (including Gmail, Google Calendar, and Google Drive), presentation, advanced MS Excel and PowerPoint presentation.
∎ Required soft skills: Strong analytical skills in Accounts, finance & administration. Ability to manage multiple tasks and prioritize work with efficiency.
∎ Excellent communication skills in English and Bangla, both written & verbally with the ability to report writing.
∎ Proficiency and knowledge in project management tools and software specially used in USAID funded project
∎ Ability to work effectively in cross-functional teams and build strong relationships with stakeholders.
∎ Strong problem-solving and analytical skills with the ability to identify & resolve project-related issues and problems.
∎ Commitment in delivering high-quality tasks for sustainable impact and promote innovation
∎ Ability to adapt to changing priorities and thrive in a fast-paced environment.
∎ Any other tasks assigned by the supervisor.
