Responsibilities & Context:
∎ This role provides overall leadership, oversight, and management support for all aspects of financial management (general finance, & grants finance) within World Vision Bangladesh's Rohingya Crisis Response. The Manager-Finance will serve as a strategic partner and member of the Senior Management Team, ensuring accountability, stewardship, and the effective coordination of planning and budgeting processes. A key responsibility is to ensure the accuracy and timeliness of financial data, analysis, and advice, while also developing a financial strategy aligned with the Response's strategic and program objectives.
∎ The position also includes responsibility for conducting audits, NGOAB report, staff capacity building, and the implementation of sound internal controls and risk management practices in accordance with World Vision's policies and procedures.
∎ Actively participate in shaping the strategic direction and priorities of the Response. Create and oversee systems, policies, and procedures that ensure appropriate control over WV BRCR financial resources, and operations. Ensure adherence to grant donor requirements, including the implementation of necessary audits as stipulated. Develop and implement effective tracking and monitoring systems/tools for grants to maintain oversight and accountability. Monitor grant expenditures to ensure funds are utilized appropriately and that pooled PNS resources are strategically allocated throughout the Response lifecycle. Supervise project funds through the Project Budget & Actuals Database (PBAS), and communicate any significant changes to the Response Director as necessary. Establish and maintain effective financial systems and controls to mitigate significant audit risks. Ensured Compliance with WVI Policies and Donor Regulations While Mitigating Grant Risk Exposure: Establish and maintain appropriate financial systems and controls to mitigate significant audit risks associated with response grants. Ensure thorough preparation for both external audits and audits from the World Vision Global Center, guaranteeing compliance and readiness. Maintain the response grants risk profile, including a comprehensive risk library and risk register, in alignment with the Enterprise Risk Management framework. Provide regular reports and strategic advice to leadership on risk reduction and mitigation strategies. Ensure that partnership finance policies and procedures are clearly communicated and understood by senior management, operations staff, technical teams, communities, and local partners as appropriate. Establish and monitor cost efficiency and effectiveness measures, ensuring adherence to budget control, cash flow management, and project funding. Provide timely and relevant information to relevant authority in collaboration with operations and programs. Monitor grant expenditures to ensure appropriate use of funds and strategic allocation of pooled PNS throughout the response lifecycle. Conduct monthly reviews of Block Parties Screening (BPS) compliance for all grants projects. Address any inconsistencies promptly and inform management as needed, ensuring adherence to World Vision International policies. Oversee payroll processing, ensuring accuracy and timely submission of tax reports. Manage staff provident fund and gratuity fund. Prepare accurate and timely financial statements for internal and external audits. Manage the annual audit process, liaising with WV National Office and auditors and relevant authorities. Prepare and submit all required compliance reports (including statutory and ad-hoc reports).Ensure compliance with all relevant Bangladeshi laws and regulations (taxation, labor, NGO Affairs Bureau). Ensured Financial Accountability and Timely Reporting of Grants: Ensure timely preparation and submission of all monthly, quarterly, and annual project/grant financial reports to response leadership, the WV Financial Reporting database, and applicable donors/Support Offices. Respond to queries from donors, support offices, and internal response/WVB management regarding these reports. Review budget comparison reports to confirm adherence to line item flexibility restrictions and stated cost eligibility requirements. Correspond with WV Support Offices, donors, and management regarding project income, expenditure, and reporting. Ensure project income is sufficiently committed in PBAS, including the approval of carry forwards. Provided Strong Leadership and Oversight to the Finance Team:
