Education:
∎ MBBS/MPH in Epidemiology, Graduation with masters in Anthropology, Statistics, Economics, Geography, Sociology, Development studies, Information Management or relevant Subjects from any university approved by university grants commission (UGC).
∎ Masters, Diplomas degree from abroad, or certification on MEAL and empirical experience specifically in Health and Nutrition intervention will be add value.

∎ Demonstrated knowledge of design and analysis of qualitative and quantitative research methods required.
∎ Must have proficiency in applied Microsoft Office Management;
∎ database management and software-related knowledge and practice (e.g., KoBo tool, SPSS, and other software)
∎ Experience in working in complex and volatile contexts.
∎ Strong interpersonal, communication and leadership skills.
∎ Demonstrated commitment to meet deadlines.
∎ Have the several publications on public health or maternal and child or infectious diseases interventions
∎ Fluency in English, both written and verbal.
∎ The ability to understand and speak in Rohingya and/or Chittagong language is an asset.

Responsibilities & Context:
∎ Ensure that the assigned Project has clear MEAL plan for process documentation, monitoring, evaluation, accountability, learning and evaluation – Meeting with partner organization/donor guidelines.
∎ Consult with line management and ensure the assigned project is implementing according to MEAL plan.§  Lead to develop Strong MEAL system to track output and outcome level progress for assigned project.
∎ Engage in the process of developing appropriate tools/methodology to monitor, measure and evaluate the effectiveness and impact of assigned project/programs.
∎ Ensure continuity of documentation systems and keep coordination with partner organization MEAL Manager.
∎ Take initiative to strengthen capacity of program/project staff on MEAL system, outcome and output indicators and quality benchmarks tool.
∎ Undertake necessary field visits to monitor progress using checklist and other MEAL initiatives and report back to line management followed by specific template.
∎ Maintain a high standard of quality, clarity, and accuracy in all written communications.
∎ Collaborate with relevant stakeholders to gather information and insights for reporting.
∎ Design surveys, survey questions, develop data model, and maintain different database according to project/program needs followed by log Frame.
∎ Plan, execute, and oversee the entire data collection process, ensuring accuracy and completeness.
∎ Lead in the development of result framework, narrative MEAL section during donor reporting and in any new project proposal development phase.
∎ Participate in workshops and provide MEAL-related support as necessary.
∎ Ensure that project best practices and learning are documented which to be used scaled up or in the new Project/Program.
∎ Provide support in documentation and inputs for donor, partners reports.
∎ Support project team in developing and/ or updating quality benchmark (QB) checklists and prepare an annual monitoring plan and ensure assign project are implemented of these QB monitoring.
∎ Update quality benchmark database regularly and share & follow up of the findings & actions with the project management for further improvement of the program.
∎ Works with the partner HIS coordinator and MEAL Manager to develop and update MIS and IPTT (Indicator Progress Tracking Table) for assigned projects.
∎ Leads the design and implementation of monitoring tools and processes (Focus Group Discussions, exit interviews and other quantitative and qualitative tools) including data processing, analysis and reporting)
∎ Ensure accountability system which includes information sharing, participation, and complaints and feedback for communities and children.
∎ Provide regular support to project team in the areas of accountability, e.g. information sharing and feedback/ complaint mechanism
∎ Maintain a database of the received feedback/complaint come through various methods, such as feedback box and other sources.
∎ Plan and conduct research initiatives in coordination with partner MEAL Manager and project line management according need.
∎ Identifies opportunities for future research that will lead support and open new window for the organization.
∎ Provides technical inputs (e.g. review the ToR, proposals, methodology, data collection tools, draft report etc.) to the project team to conduct baseline, evaluation and research study etc.
∎ Prepares summary of each study report and share with project management and partner MEAL.
∎ Assists in the dissemination of project progress and evaluation study reports to appropriate audiences
∎ Leads and/ or coordinates any learning exercise/ event of the assigned project and shares the learning/knowledge widely.
∎ Coordinates different learning initiatives and dissemination sessions to share the study findings.
∎ Develop and maintain project database on beneficiary coverage (total reach) and share with the team on a regular basis (e.g. quarterly, annually)
∎ Coordinates the process of preparing Quarterly reports for assigned projects and shares them with the project team for decision-making.
∎ Supports program for donor reporting by providing the IPTT update and narrative for the MEAL section of donor report.
∎ PHD is a not-for-profit organization, working in Bangladesh for more than 3 decades towards improving the life of the people, particularly of marginalized and the less privileged. PHD under the partnership of Save the Children, funded by ECHO is going to start the project activities e.g., outdoor service and mobilization at primary health care center in camp 21, Cox’s Bazar district.
∎ The MEAL Coordinator is responsible for monitoring, evaluation/research, accountability and learning to the assigned project deployed by organization. S/he will play lead role and responsible for planning, executing, data collection and overseeing the entire data quality, ensuring accuracy and completeness for the assign project align with the partner organization requirements. S/he will also be responsible for developing MEAL Plan including fill up the Quality Benchmark (QB) checklists and supporting to implement the QB checklists for program colleagues. S/he will lead the process of data collection and analysis.
∎ Key Area of Accountability/Responsibility:
∎ A. MEAL System Development & Management
