∎ Proven experience in designing MEAL frameworks, data tools, and managing information systems.
∎ Prior experience working in inclusive governance, civic engagement, gender equality, or marginalized communities is a strong asset.
∎ Proficiency in data analysis software such as SPSS, STATA, or Excel; knowledge of KoboToolbox, ODK, or CommCare preferred.
∎ Excellent report writing and visualization skills.
∎ Strong understanding of gender, social inclusion, and participatory monitoring methodologies.
∎ Ability to work independently and collaboratively across diverse teams.
∎ Fluent in Bangla and English (written and spoken).

Responsibilities & Context:
∎ Based in DALIT's regional office in Banishanta Union, with frequent field visits to Bajua, Banishanta, and Loudobe.
∎ Flexible work schedule required during critical reporting periods or evaluation phases.
∎ Develop a comprehensive MEAL framework aligned with project outcomes, indicators, and logframe.
∎ Design data collection tools for all activities including participatory research, youth committee training, dialogues, community campaigns, and internship program.
∎ Establish baseline, midline, and endline surveys to assess project progress and impact.
∎ Lead quantitative and qualitative data collection in collaboration with field staff and external evaluators.
∎ Perform data quality checks and maintain a secure and organized database.
∎ Generate monthly, quarterly, and annual reports on project progress, output-level indicators, and outcome achievements.
∎ Support the development of dashboards for real-time tracking of key performance indicators (KPIs).
∎ Design and implement accountability tools such as suggestion boxes, community feedback sessions, and mobile-based grievance redressal.
∎ Ensure inclusive participation in feedback systems, especially for women, youth, Dalit, and other marginalized groups.
∎ Document community responses and support program teams to address issues in a timely and transparent manner.
∎ Lead the documentation of lessons learned, success stories, and promising practices.
∎ Facilitate quarterly reflection sessions with project staff, partners, and community representatives.
∎ Coordinate with the Advocacy and Communications Specialist to disseminate learning through policy briefs and public reports.
∎ Train project and partner staff on MEAL principles, indicator tracking, and adaptive management.
∎ Support community-based monitoring mechanisms, especially through trained youth and committee members.
∎ Coordinate internal and external evaluations including baseline, midline, and endline studies.
∎ Collaborate on participatory research to generate evidence for advocacy and inclusion.
∎ Support the production of evidence-based policy briefs and advocacy content.
∎ Position Summary:
∎ The MEAL Officer will be responsible for designing and operationalizing a robust Monitoring, Evaluation, Accountability, and Learning system for the project. This role ensures that project activities across the four outcomes are implemented effectively, learning is captured and shared, and community feedback is used to improve programming. The MEAL Officer will develop tools, collect and analyze data, ensure compliance with donor reporting requirements, and promote adaptive learning for improved impact.
