Educational Requirements:
∎ At a minimum, a Bachelor's Degree (Master's Degree preferred) in anthropology, social science research, or a related field and at least 4 years of professional experience

Job Responsibilities:
∎ Under the supervision of the MEL Manager, the Monitoring, Adaptation, and Learning Specialist will support the implementation of Collaborating, Learning and Adapting (CLA) actions across the program, and provide qualitative analysis and research support to the MEL Manager. This may include, but is not limited to, the following:

∎ Utilization of qualitative and participatory methodologies to measure performance toward specific goals and objectives.
∎ Develop mechanisms to establish feedback loops to ensure that learning approaches and trainings inform and contribute to achievement of objectives under communication and training activities.
∎ Provide qualitative analysis and research support to the MEL Manager.
∎ Based upon Unit workplans, support the establishment of tools and processes to support rapid cycle evaluations (RCEs) designed by Abt Home Office evaluation experts that answer project and stakeholder-identified key learning questions within the theory of change and areas of uncertainty.
∎ With support from the MEL Manager and HO specialists, design and deliver necessary trainings and refresher trainings to build capacity to effectively engage with stakeholders for information exchange and identification of opportunities for actions that support the project goal.
∎ In accordance with Unit workplans, and in collaboration with technical leads and the Communications Director, support the preparation of success stories, lessons learned reports, and fact sheets related to innovations that can be distributed to the wider development community.
∎ Other duties as required.

Additional Requirements:
∎ Experience in qualitative research methodologies required, including managing complex databases and conducting qualitative research
∎ Experience in training to conduct focus groups, and other participatory community actions, in order to inform new initiatives
∎ Must be a "self-starter" who will identify problems and initiate corrective actions without specific direction from supervisor
∎ Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members
∎ Excellent interpersonal communication, organizational, and computer skills
∎ English language fluency
