Job Responsibilities:
∎ Monitoring, Evaluation and Reporting Officer is a mid-level position and work for M&E tools development, assist to program evaluation, reporting, tracking progress against targets. S/he will work with the THPBD central M&E team to undertake any assigned job. Also support the Knowledge Management and Training unit on program documentation, MIS and capacity building. The Officer will play a vital role of project monitoring and reporting. Principal responsibilities of the position are:
∎ 1. Monitoring:
∎ Assist to develop structured monitoring system capturing input, project interventions aligned with project results framework.
∎ Carry out monitoring and learning activities related to project's performance on the basis of Theory of Change and Log frame.
∎ Develop a MEAL framework considering the MEAL plan and update it regularly.
∎ Assist in developing tools/methodology to monitor, measure the progress of the project.
∎ Frequently visit field to monitor project progress against the targeted indicators and provide recommendation to where adaptations/corrections might be needed.
∎ Support project team in developing and updating annual work plan and orient them for proper implementation.
∎ 2. Evaluation/Study and Research:
∎ Support/Coordinate various project study, outcome monitoring, impact measurement, evaluation, situational and risk analysis process against pre-set objectives.
∎ Coordinate and assist in baseline, mid-term and end line evaluation; support at the field team to ensure survey data quality.
∎ Promote to use of evaluation findings, lessons learned and best practices to the respective stakeholders and consortium partners.
∎ Design small studies as per thematic area and pick out the evidence-based impact/ best practices to highlights the project.
∎ Collect and collate quantitative information to write up different case studies/success stories for the quarterly reporting.
∎ 3. Coordination:
∎ Work with the Program Manager-MEAL to undertake the M&E activities.
∎ Coordinate and communicate with the KM unit to identify and document the program learning, success and MIS system of the project.
∎ Contribute to publish the e-newsletter of the project's success, best practices and lesson learned.
∎ Work with Global team in aspect of MIS system, database and reporting.
∎ Work closely with the training unit particularly in providing support on job online/in-person coaching, training of staff to enhance capacity on M&E and other issues.
∎ 4. Reporting:
∎ Prepare monitoring and management progress reports on monthly, quarterly, semi-annually and annual basis for management, partners and donor.
∎ Independently analyze data and produce reports of field test findings submitting to the concern management to get essence of the program quality.
∎ Write up success stories, research and study reports on best practices, innovations, lessons learned and assessment/studies.
∎ Support Global Office M&E team to provide M&E data, reports and information as per their requirements.

Additional Requirements:
∎ Age 30 to 40 years
∎ Excellent verbal and written communication skills both in Bangla and English.
∎ Have knowledge and skill of technology based data collection and monitoring tools i.e. ODK, KOBO etc.
∎ Minimum 07 years' experiences in national and international development organization on the related field.
∎ Knowledge of Theory of Change, Log frame, MEAL plan with framework, baseline and evaluation.
∎ Coordination skills to establish efficient working relations with consortium partners, CSO, CBO and Government will be an asset.
∎ Have skill and quality on analytical and problem-solving skills, team work, creativity, self-driven and gender sensitivity.
∎ Computer proficiency in MS Word, Excel, PowerPoint, SPSS, Google doc is mandatory.
∎ A socially active person having good networking skills.
∎ Sets high standards for quality of work and consistently achieve the targets.
∎ Ability to effectively present project's progress in different forum.
∎ Ability to work under pressure and always meet the deadline.
∎ Willingness and strong commitment to travel in the remote field area for program monitoring with any stressful situation.
