Responsibilities & Context:
∎ Professional: Project Manager
∎ Disciplinary: Head of Program
∎ Conduct a review of the national-level skill development framework, approach, and existing regulatory policies including training modules, structures, and guidelines to formulate contextual training materials, course curriculum, lessons plan, and courses aligned to those national standards and policies.
∎ Support in preparing a database of unemployed youths, young women, and adolescents including their training needs to promote alternative ways of securing livelihoods for these groups of people.
∎ Conduct and coordinate different stakeholders to prepare and review the curriculum and modules of the long and short courses and validate them by engaging relevant experts and institutions.
∎ Support preparing training modules for agricultural, livestock, and roof gardening.
∎ Coordinate and guide instructors in preparing different training documents such as course lesson plans, schedules, test papers, results sheets, mark sheets, certifications, and follow-up forms.
∎ Create an alumni network and communication platform for trainees, interns, and entrepreneurs to offer a common networking platform for job information and resource sharing.
∎ Conduct pre and post-test assessments to measure the change of levels of understanding.
∎ Coordinate with team to conduct Knowledge, Attitude and Practice survey to measure the progress.
∎ Prepare a standard operating procedure (SOP) for the effective operation and maintenance of the training center.
∎ Develop a business model including a sustainability plan for the training center to operate independently as a social enterprise.
∎ Equip the ‘Centre for Vocational Learning and Growth’ with necessary guiding instruction and visuals to create an environment of learning and to inspire participants on their growth potential.
∎ Create opportunities to work as interns in the production and distribution center immediately after completing their training.
∎ Develop an operational plan and business model for the production and sales center and demonstration center.
∎ Conduct stakeholder mapping on employment and alternative livelihood opportunities and technical skill-related information from different government-nongovernment sources and utilize those in quality implementation of the project upon guidance from ANANDO and WHH.
∎ Facilitate the training/capacity needs assessment of the youths and identify suitable trades that have market demand and prospects in the local context.
∎ Lead the mapping of the eligible youths from project participant households for TVET courses, TVET institutions, and potential employers (both private and institutional).
∎ Conduct mapping/identification of eligible youths from project participant households for apprenticeship.
∎ Identify individual potential technical professionals of different occupations as wage-based job providers and link the eligible youths there as/in apprenticeship.
∎ Maintain close communication with various stakeholders including- youths, TVET institutions, apprenticeship providers and various employers.
∎ Support building the capacity of instructors and trainees in job placement networking and advocacy, including facilitating soft skills training to the trainees for effective job placement.
∎ Provide necessary technical support to use their skills efficiently and establish or grow their businesses after the completion of the vocational training.
∎ Equip participants with the skills, knowledge and attitude they need to diversify their income and start, manage and grow successful businesses.
∎ Organize and participate in job fairs and industrial visits involving factory owners or employers.
∎ Maintain close communication with the Project Manager and other relevant stakeholders of Youth Skill Development and Empowerment and communicate with potential youth for skill development training.
∎ Conduct the assessment of alternative livelihood opportunities for youth and adolescents, including a stakeholder mapping to identify available resources.
∎ Design and implement strategies for knowledge sharing within the project.
∎ Introduce and maintain platforms for knowledge sharing for internal or external actors.
∎ Maintain partner-specific database of youth interventions of this project covering various statistics and information.
∎ Will keep close coordination with private sector, corporate bodies, business communities and employers to ensure job placement in coordination other team members.
∎ Produce reports of all kinds and timely submit to the supervisors.
∎ Facilitate various trade-based life skill development trainings in liaison with the staff of partner organization and training-providing institutions (TVET institutions, private training canters, GO funded projects and others).
∎ Regularly monitor relevant budget allocation and will be responsible for timely quality expense of relevant line itemized budget of the project.
∎ Conduct market study and ensure market connectivity between producers and different stakeholders.
∎ Facilitate marketing meetings with business people, retailers, investors, and employers.
∎ Support advocacy and networking with employees of the city authority and CSOs.
∎ Facilitate job fair engaging training service providers, employers and project participants.
∎ Any other tasks assigned by the technical and administrative supervisors.

∎ B. ABOUT ANANDO
∎ ANANDO is a national, non-government, non-profit, non-political and voluntary development organization that came into existence as “ANANDO” in 1996 and afterwards registered with the Directorate of Social Services and NGO Affairs Bureau in August 1997. The goal of ANANDO is the reduction of poverty by addressing sustainable livelihood development, women empowerment, climate change, water and sanitation, skill development promotion of enterprise, and peacebuilding. The purpose of ANANDO is to serve the extremely vulnerable communities and people at risk by reducing their vulnerability and suffering and promoting their sustainable socioeconomic development.
∎ ANANDO’s programs are being implemented in 8 districts (Tangail, Cox’s Bazer, Khagrachari, Gazipur, Jamalpur, Rangamati, Satkhira, and Chittagong) through 21 Projects/Branch Offices of which 16 offices are own establishment. Its current development partners include USAID, Welthungerhilfe – BMZ, GFFO, Germany, Licht Brucke – BMZ, Germany, GIZ, Department of Women Affairs (GOB), Bureau of Non-Formal Education ( GOB), Skills for Employment Investment Program (SEIP), and PKSF.
∎ C. ABOUT THE PROJECT
∎ ANANDO, a long-standing and reliable partner of WHH, aligns with WHH's development strategy to strengthen its deep-rooted presence in Satkhira. This collaboration aims to address the economic challenges, food security issues, and livelihood concerns faced by both rural and urban populations in this coastal region. ANANDO will start the implementation of the three-year-long project titled “Community-based programme for climate-resilient and sustainable livelihoods in coastal areas of the Satkhira district, Bangladesh” in November 2024. The project aims to enhance the resilience of vulnerable communities and marginalized 5000 households against climate change impacts by improving access to safe sanitation, increasing agricultural production, developing women's interparental skills, and reinforcing local government capacity for climate-resilient measures. The project is financially supported by Welthungerhilfe-Germany and BMZ (German Federal Ministry for Economic Cooperation and Development).
∎ D. ROLE PURPOSE
∎ ANANDO is inviting applications for the position of Principal – Technical & Vocational Education and Training (TVET), who will undertake the project’s skill development and alternative livelihood opportunity-related programs, under the supervision of the Project Manager and in collaboration with the Head of Program of ANANDO. The Principal – Technical & Vocational Education and Training (TVET) will be based in Satkhira district to lead the project’s TVET and knowledge management components.
∎ The Principal – Technical & Vocational Education and Training (TVET) will develop, implement, and execute the TVET plan, contribute to achieving the target to reach the unemployed youths and adolescents engage the community and relevant stakeholders such as the Upazila and Municipality administration, Upazila Youth Development Office, and associated government or non-government agencies that support youths in the project areas.
