∎ Fair knowledge on the Rohingya Refugee context, including GFA intervention in emergency/humanitarian situations, including project management, developing and executing strategic plans, acting as a local representative, point of contact for different levels of stakeholders and donors.
∎ Supervising, mentoring, and providing capacity building support to the project staff, budgetary and internal control, progress tracking, and coping with changing situations, the ability to write reports independently.
∎ Confident & good skills in operating computers/laptops with MS Word, Excel, PowerPoint.
∎ Sound knowledge on using different software (KOVO, SPSS, toolbox, etc.), related to data entry, analysis, report writing, and preparing presentations etc.
∎ Hard working, work under pressure in a humanitarian response context, positive and can-do attitude.
∎ Deep knowledge of workforce development for marginalized and vulnerable populations.
∎ Organized, detail-oriented, and able to multitask to meet deadlines.
∎ Flexible, Self-motivated, and able to work with supervision.
∎ Strong interpersonal skills and ability to work in teams and multi-cultural environments.
∎ Fluency in English, Bengali, and Chittagong local languages is preferable
∎ Working Experience:
∎ Minimum 08-10 years working experience in a development program NGO/INGO in the field of Humanitarian emergency response program.

∎ Necessary Skills:

Responsibilities & Context:
∎ To ensure effective and timely implementation of food assistance in Rohingya camps through established outlets.
∎ To uphold accountability and transparency in delivering food assistance to the beneficiaries.
∎ To coordinate with donor agencies, sectoral stakeholders, and internal departments to ensure alignment and effectiveness.
∎ To monitor, evaluate, and report program progress to both internal and external stakeholders.
∎ To create a safe, efficient, and cooperative working environment for all program staff.
∎ The employee will be hired on a contractual basis until 31st December 2025, with responsibilities commencing immediately upon selection.
∎ The Programme Manager is responsible for the overall coordination, implementation, supervision, and monitoring of the GFA project. Key responsibilities include, but are not limited to:
∎ Plan, implement, and supervise all project activities in alignment with the work plan.
∎ Maintain strong liaison with the donor (WFP), sectoral agencies, and local stakeholders.
∎ Provide strategic and operational guidance to the field team and ensure the timely delivery of food assistance.
∎ Supervise, mentor, and build the capacity of project staff through training and evaluations.
∎ Ensure proper financial and logistical planning in coordination with relevant departments. Prepare and submit timely reports—monthly, quarterly, and annually—to donors and internal stakeholders.
∎ Manage the project budget, procurement plans, and spending plans while ensuring compliance with financial policies.
∎ Attend cluster meetings, represent the organization, and advocate for project goals at various platforms.
∎ Monitor staff performance and ensure adherence to humanitarian codes of conduct.
∎ Conduct field visits and ensure work progress aligns with set targets and donor expectations.
∎ Facilitate the development of community engagement tools, IEC/BCC materials, and risk contingency plans.
∎ Perform any other duties assigned by the senior management of RIC and representatives of the donor agency.
∎ 1.0 Background:
∎ Resource Integration Centre (RIC), a national NGO established in 1981, is implementing the “General Food Assistance (GFA)” program funded by the World Food Program (WFP) in the Rohingya Camps located in Ukhiya Upazila under Cox’s Bazar District. The program aims to ensure food security among the displaced Rohingya population through structured and accountable food assistance delivery. RIC seeks a competent professional for the key role of Programme Manager to lead the project operations effectively in the field.
∎ 2.0 Project Objectives:
∎ To ensure effective and timely implementation of food assistance in Rohingya camps through established outlets.

∎ 3.0 Project Working Areas:
∎ The GFA program will be implemented in the various Rohingya camps under Ukhiya Upazila, Cox’s Bazar District, with administrative and operational activities based in the Ukhiya Program Office.
∎ 4.0 Duration:
∎ The employee will be hired on a contractual basis until 31st December 2025, with responsibilities commencing immediately upon selection.

Compensation & Other Benefits:
∎ Salary: Taka 160,000 per month, plus other admissible benefits according to the program budget & guidelines. Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at sources as per government rules.
