Educational Requirements:
∎ Master Degree in Social sciences/ Development studies or Any relevant subject.

Job Context:
∎ Helvetas has been active in Bangladesh since 2000, implementing development projects in the areas of economic development, safe migration, water and sanitation, agriculture and nutrition, governance, and climate and the environment. Helvetas is further engaged in emergency response and supports the more than 800’000 refugees from Myanmar in Cox`s Bazar.
∎ Since decades, migration has been central to Bangladesh’s socio-economic development, and it is an important livelihood strategy for women and men, and their families. Over the past decade, an average of 600’000 Bangladeshi opted for labor migration every year, with a steady increase, in particular also of women migrants. Remittances are one of the backbones of Bangladesh’s economy and, in 2021, amounted to over 22 billion USD. Despite its importance, labor migration processes (including access to skills and information, recruitment, access to justice, remittances management, etc.) are still characterized by several gaps and limitations, rendering both female and male migrant workers and their families vulnerable and underutilizing their potentials. With the objective of mitigating the negative impacts and risks related to labour migration and maximizing its benefits, HELVETAS, together with local partner organizations, implements the Strengthened and Informative Migration System (SIMS) project, funded by Switzerland. SIMS is fully aligned to the Swiss Cooperation strategy and its domain on “safer migration”.
∎ The impact of SIMS project is to improve the well-being of migrants, particularly marginalized men and women, through safer migration practices and strengthened service delivery from both public and private actors.

Job Responsibilities:
∎ Strategically steer and manage the project;
∎ Provide technical advice on labour migration, including access to information, access to justice and remittances management, as well as on identification and design of innovative procedures that will be tested under the project;
∎ Provide advice on advocacy and policy dialogue on labour migration in Bangladesh, including preparation of concept notes, briefing papers and presentations;
∎ Guide and supervise policy related studies carried out under the project by implementing partners or consultants;
∎ Supervise the project staff, ensure compliance to HR policies and guidelines;
∎ Develop project workplans, operational budgets and progress reports;
∎ Manage partnership and sub-contractors’ agreements;
∎ Ensure timely and transparent financial and narrative reporting;
∎ Promote gender, socially inclusive and development effective principles and standards in all areas of engagement;
∎ Ensure accurate information updates and contribute project experiences for wider organizational learning, media coverage and donor events.

Additional Requirements:
∎ At least 10 years' experience in project management and managing large scale complex projects funded by SDC.
∎ Minimum 3 years of experience for managing big team and partnership project.
∎ Good track record in strategic project planning, design, budgeting, reporting, and implementation through Partner NGOs.
∎ In-depth knowledge and understanding on Bangladesh safe labor migration is a must.
∎ knowledge about remittance management and access to justice.
∎ Skills on networking, advocacy, communication, collaboration and donor liaison.
∎ Demonstrated high-level technical, analytical, and interpersonal skills.
∎ Ability to work under pressure and complete deliverables on time.
∎ Understand local government structure of Bangladesh.
∎ Fluent in English both written and spoken.
