∎ Age at least 30 years
∎ Working experience WASH response. Working in Humanitarian Assistance and Emergency Response Program.
∎ Proven experience in working with UNHCR, UN agencies, and humanitarian coordination mechanisms.
∎ Strong leadership, coordination, and project management skills, with experience in managing multi-disciplinary teams.
∎ Expertise in WASH infrastructure design, hygiene promotion, and emergency response planning.
∎ Excellent communication, advocacy, and negotiation skills with government, donors, and partners.
∎ Proficiency in budget management, proposal development, and donor reporting.
∎ Knowledge of Sphere Standards, humanitarian WASH guidelines, and climate-resilient WASH approaches.
∎ Fluency in English and Bangla; knowledge of Rohingya/Chittagonian dialects is an asset.

Responsibilities & Context:
∎ Develop and oversee the implementation plan for WASH activities, ensuring timely and quality delivery aligned with project objectives.
∎ Lead and manage the technical aspects of water, sanitation, and hygiene interventions, ensuring compliance with Sphere Standards and WASH sector guidelines.
∎ Ensuring gender, disability, and child protection considerations are systematically mainstreamed in all WASH programming.
∎ Oversee technical procurements, quality control, and distribution of WASH-related materials and infrastructure.
∎ Conduct routine field visits to monitor implementation, provide technical support, and ensure accountability to affected populations.
∎ Develop and manage project budgets, ensuring alignment with donor regulations and NGO Forum’s financial policies.
∎ Ensure cost-effectiveness, track project expenditures, and prepare financial forecasts for UNHCR-funded WASH initiatives.
∎ Ensure compliance with UNHCR requirements, organizational policies, and relevant national and international WASH guidelines.
∎ Identify and integrate innovative, high-impact approaches in WASH programming to enhance sustainability and efficiency.
∎ Develop new project proposals in collaboration with the Program Development team, ensuring alignment with UNHCR priorities and funding opportunities.
∎ Promote integrated programming across sectors to maximize the impact of response and recovery efforts.
∎ Monitoring, Evaluation, Accountability & Learning (MEAL):
∎ Work closely with the MEAL team to develop and implement a robust WASH MEAL framework and log frame.
∎ Ensure data-driven decision-making by analyzing assessment findings and impact monitoring reports.
∎ Document lessons learned, best practices, and innovations in WASH programming for continuous improvement.
∎ Represent NGO Forum in coordination forums, including the WASH Sector, ISCG, Camp Coordination, government agencies, UN bodies, and other humanitarian actors.
∎ Establish and maintain strong liaison with Government Authorities (RRRC, DPHE etc), UN agencies, INGOs, and local NGOs.
∎ Work with government bodies involved in refugee response planning and obtain necessary approvals for project implementation.
∎ Lead WASH-related advocacy efforts to influence policy and sector-wide interventions for sustainable impact.
∎ Team Leadership & Capacity Building: Act as the line manager for WASH staff, providing guidance, mentorship, and performance management.
∎ Develop and implement team coordination mechanisms, organizing regular meetings and training courses to enhance staff capacity.
∎ Lead the recruitment process for WASH personnel and ensure professional development opportunities for team members.
∎ Foster a collaborative work environment to ensure effective teamwork and synergy across departments.
∎ In addition, any other responsibility assigned by the organization.
∎ Project Manager-WASH will be responsible for overseeing the implementation of WASH programs in refugee camps in Cox’s Bazar. The role will ensure high-quality service delivery, adherence to UNHCR and sectoral standards, and effective coordination with stakeholders. The position requires strong leadership, technical expertise, and strategic planning to address the WASH needs of vulnerable populations in an inclusive and sustainable manner.
