Job Context:

∎ Responsible for: None Location, Group & Function: Bangladesh Country Office
∎ Safeguarding level: Level 1
∎ This post will have no direct contact/access to children and vulnerable adult, post holder will be expected to have a full commitment to uphold VSO safeguarding policy at all times. As part of our safer recruitment practice, a criminal background check (Basic DBS check for UK or equivalent Police check) will be obtained for post holder prior to start date
∎ Purpose: The Project People & Duty of Care Officer will be responsible for supporting the Bangladesh office people and duty of Care functions. This includes providing full recruitment services, ensuring good people management, support staff learning and capacity building initiatives, and be the projects` focal point on safeguarding and duty of care, logistics, health and well-being of staff and volunteers.
∎ Collaboration:
∎ Collaborate with the learning and development team to coordinate learning and development initiatives for project staff
∎ With global people team to maintain alignment and standardisation in the application of VSO policies
∎ Collaborate with the duty of care team on effective people incident, case management, and safeguarding responses
∎ With Project Leads and other Project People Managers providing support on a range of HR issues
∎ Collaborate with Finance on management of people costs, payroll and budgets.

Job Responsibilities:
∎ Provide HR Business Partnering to Project Implementation Lead and Project Managers for all aspects of people management, people engagement, people development and duty of care.
∎ Provide high quality people support services to ensure all people policies, initiatives and processes are effectively implemented in alignment with VSO's policies.
∎ Carry out responsive recruitment processes including advertising, short listing, referencing, contract preparation, on-boarding and induction for the project team.
∎ Administer contract terms and conditions, compensation and benefit and maintain and update country specific people policies
∎ Responsible for administration of VSO People management system both hard and electronic records
∎ Provide accurate and timely HR analytics reporting.
∎ Support the hiring managers to ensure all employees engage with VSO's learning and development initiatives/programs.
∎ Support line managers to promote and embed a culture of high performance, continuous development and positive team working.
∎ Support line managers to ensure duty of care, safeguarding, health, well-being of staff and volunteers and act as the safeguarding focal point working closely with and supporting project implementation teams for effective implementation and mainstreaming of safeguarding policy including child protection.
∎ Provide support in handling employee and volunteer complaints, grievance, and disciplinary processes.
∎ Facilitate and ensure effective and appropriate logistics and administration support for volunteers and employees, including the right to work documentation.
∎ Keep up to date and ensure full compliance with governance/employment laws as set out by Bangladesh labour law.
∎ Fulfil other appropriate level responsibilities as defined by the line manager from time to time.

Additional Requirements:
∎ Strong Human Resources generalist expertise.
∎ At least 5 years' relevant experience in the development sector
∎ Thorough understanding of Bangladesh employment laws.
∎ Experience in managing complaints, duty of care, safeguarding incidents.
∎ Ability to build rapport and trust relationships within all levels of the organisation.

∎ Experience of using Human Resources information systems and running a range of reports.
∎ Good verbal and oral communication skills in English and local languages
∎ Commitment to VSO's mission, values, People First principles and core approaches (Social Inclusion and Gender, Social Accountability, and Resilience).
∎ Desirable: Practical experience within a volunteering INGO context and volunteering for development approach
∎ Travel requirement: Able to travel in country and internationally occasionally and spend time away from work- base location and home.
