Job Context:
∎ The USAID/Bangladesh Senior Development Outreach and Communication (DOC) Specialist manages the
∎ full range of public information and outreach activities in support of USAID/Bangladesh programs and objectives, targeting information to specific audiences in both the United States and Bangladesh, in accordance with the Mission’s public outreach strategy and evolving circumstances.

Job Responsibilities:
∎ B. STATEMENT OF DUTIES TO BE PERFORMED
∎ Supervision and Coordination
∎ ? Lead (supervise) the up to two DOC specialists and ensure overall quality and coherence of the team’s communications and outreach products and initiatives.
∎ Solicitation for a CCNPSC Senior Development Outreach & Communication (DOC) Specialist,
∎ ? Lead, mentor, coach, and train the DOC team to further develop the team’s skills and enhance effective team performance.
∎ ? Ensure proper management and execution of USAID-attended public and media events, ensuring a cohesive, unified approach to outreach events and activities.
∎ ? Lead the development and implementation of the Mission’s communications strategy and outreach plan.
∎ ? Formulate and implement innovative outreach activities that advance development objectives as outlined in the Mission CDCS.
∎ ? Represent the Mission in matters pertaining to public affairs and outreach activities, to include LPA, Bureau of Asia, other Bureaus in Washington, USAID front office management, the Chief of Mission, technical office directors, the Embassy Public Diplomacy Section (PDS), other USG agencies, implementing partners, and other donors.
∎ ? Serve as the senior advisor to Mission management regarding all public information, media relations, and outreach matters.
∎ ? Maintain up-to-date knowledge of USAID/Bangladesh activities, as well as a keen awareness of political
∎ and policy issues.
∎ ? The Senior DOC Specialist will perform duties required of a contracting officer’s representative (COR) or agreement officer’s representative (AOR) and will oversee the management and strategic vision of the Mission’s outreach and communication service contract (e.g., photography services contracts, media engagement support contracts, blanket purchase agreement for public relations agency support, etc.) in
∎ direct or indirect support of the DOC team’s strategic communications plan. This involves providing ongoing guidance and support to the COR in terms of strategic messaging and determining if any adjustments to the work plan or implementation are needed.
∎ ? Ensuring the Alternate COR is kept up to date on all contract management issues in event of the CORs absence. Lastly, the Senior DOC must ensure proper documentation and record keeping is maintained to comply with COR requirements and when needed will serve as the prime liaison. For this, the Senior DOC Specialist must obtain and maintain requisite certification to perform AOR/COR/activity manager duties and responsibilities. As a COR it's envisioned that S/he will support the management of one or more contracts with a value of up to $2M.
∎ ? Advise USAID staff and implementing partners on developing appropriate public information events and initiatives and support the logistics behind these events.
∎ ? Serve as the resident expert on USAID branding and style guidelines, ensuring regulations are followed and applied as outlined in ADS 320 and the Agency’s Graphic Standards Manual; seek guidance from LPA on any disputes or waiver requests related to branding and marking requirements.
∎ ? Train USAID/Bangladesh technical staff and implementing partners to develop their ability to support the implementation of the Mission’s outreach strategy. This includes training on branding and marking, public speaking, photography, drafting of press releases and talking points, etc.
∎ ? Ensure the integration of outreach and communications into project designs and implementation processes, including through the review of statements of work, proposals, and work plans, and branding and marking plans.
∎ ? Support Mission-wide efforts to plan for high level visitors to Bangladesh with all briefing materials, press releases, visits or other related requests that may arise.
∎ Managing Public Events, Visitors, and Media Opportunities
∎ ? Serves as the principal USAID contact for local and international electronic media, working closely with the US Embassy Public Affairs Office.

∎ ? Identify and oversee implementation of targeted events and media outreach activities, in coordination with LPA. These activities are specifically designed to push accurate information about USAID programs deep into local, regional, and national markets through the selective use of social media platforms, radio, television, newspapers, magazines, public service announcements, advertisements, billboards, public events, and media tours.
∎ ? As needed, accompany the Ambassador, Deputy Chief of Mission, Mission Director, PRO Director, and/or other Mission colleagues to public speaking engagements, conferences, public affairs activities and site visits, providing input and assistance at the event.
∎ ? Prepare briefing materials in collaboration with technical offices for USAID events in which the Embassy Front Office, Mission Director or PRO Director participates. Ensure that scene setters, backgrounders, schedules, talking points, and speeches are prepared in a timely fashion and meet quality standards.
∎ ? Follow up with the media to promote coverage of public events. Manage and/or supervise the posting of all event information and materials to the Mission website and social media sites.
∎ ? Provide recommendations on interview requests and seek the appropriate approvals.
∎ ? Lead the photograph/video production of USAID events for appropriate websites, social media feeds, and mission archives.
∎ ? Ensure smooth planning and events in a changing environment with conflicting possible technical solutions.
∎ ? Ensures that all event information (scheduling memos, briefing memos, scene setters, talking points, speeches, etc.) have been prepared, meeting quality standards and time requirements, for project site visits or events that involve the Ambassador, Deputy Chief of Mission, USAID/Bangladesh Mission Director,
∎ USAID/Bangladesh Deputy Mission Director, USAID/Washington visitors, CODELs, STAFFDELs and other VIP visitors.
∎ ? Coordinates and consults with technical offices and the USAID/Bangladesh Mission Director or Deputy Mission Director on project signing ceremonies or other milestone events – including finalizing press releases, ensuring logistics are handled.
∎ Preparation and Dissemination of Public Information and Publicity Materials
∎ ? Oversee the drafting, editing, and dissemination of timely and accurate information, including fact sheets, program summaries and results, calendars, photos, press releases, newsletters, brochures, presentations, and all other public information materials relating to USAID/Bangladesh activities.
∎ ? Coordinate information dissemination within the USAID Mission, including with management, technical staff, implementing partners, Public Diplomacy Section (PDS), and others through a variety of venues and forums.
∎ ? Supervise the Mission’s growing social media efforts, including Facebook, Twitter, Instagram, and YouTube, and the Mission’s website efforts – including content management, editing, clearance of materials through USAID/Washington, updates, posting, and answering queries on a regular and timely basis.
∎ ? Manage the preparation and updating of standard information packages on the USAID program in Bangladesh for briefings and for distribution to the public and the media.
∎ ? Oversee the writing, editing, and distribution of press releases and follow up with media to encourage and support coverage of public events. Coordinate interviews, media tours, and press queries with members of the media, PDS, and Legislative Public Affairs (LPA).

∎ ? Identify and oversee procurement or development of outreach gifts (wrist bands, t-shirts, pens, notepads, key chains, thumb drives, etc.) through the Mission’s outreach and communications contractor. Strategic Communication for Engagement with the Private Sector
∎ ? Collaborate with the private sector engagement team to create publicity materials, events, social media
∎ engagement in support of the creation of new partnerships. Material and events will cut across all sectors in the Mission’s strategy.
∎ ? Strategize on communication campaigns and activities to strengthen existing partnerships and foster new partnerships.
∎ ? Manage the Mission’s broad reach, “paid” mass media campaigns. Ensure the development of quality creative television and print ads and the delivery of an effective media buying strategy

Additional Requirements:
∎ Minimum of five years of demonstrated successful experience in public relations,
∎ mass communication, journalism, or related field. Previous work experience with an international development organization overseas is required. Proven experience with writing and communications that demonstrates skills and hands-on experience in a combination of the following areas: public relations, editing, public information, publishing, and digital communications.
