∎ The Role:
∎ We are looking for a dynamic person who is interested to work during the maternity leave period of our regular position to provide technical support to the WASH, EFSVL and protection Teams on how to mainstream gender and ensure compliance to Oxfam`s Gender in Emergency Minimum standards; Support capacity building for staff of other team members, community groups, volunteers and field facilitators on how to practically integrate gender in emergencies; Maintain relationships with partners to ensure gender is integrated in wider initiatives, and to promote the partners` participation in coordination systems at the local level; Ensure gender sensitization and build the capacity of women within the community to facilitate their participation and leadership role in WASH and EFSVL interventions, including the creation of women`s groups/man groups; Support the implementation of gender projects/activities and contribute to operationalization of the gender objectives of the response Line of management Gender Associate in planning, monitoring and project implementation; Represent Oxfam in relevant coordination structures, Prepare periodical reports and share with Matrix Manager.

Job Responsibilities:
∎ Coordinate with Oxfam Programme Manager, technical teams (WASH, Livelihoods, Advocacy/Protection, MEAL) in operation area to provide technical support and guidance in delivering response programme in line with Gender Minimum Standards and other Oxfam relevant policies
∎ In coordination with the MEAL, ensure that logical framework of the different teams/sectors integrates gender dimension (such as gender outcomes/objectives, gender specific indicators, etc) and all MEAL processes (e.g. data collection, researches, PDM, case studies) captures SADD/GADD information and documents successes and challenges to achieve gender outcomes.
∎ Engage in rigorous monitoring and analysis of key recovery and resettlement gender and protection related issues
∎ Work with partners in influencing campaigns (using research, lobbying, media and popular mobilisation, for example).
∎ Support the strategic integration of all Tacloban programme and as part of this will deliver Gender related trainings and capacity-building initiatives for other teams as well as with partner organizations and ensure effective gender mainstreaming into all programme areas.
∎ Work closely with Gender colleagues at the national level and ensure that relevant experiences from the Philippines appropriately inform international policies relating to humanitarian response, recovery and disaster risk reduction
∎ Act as a focal point/representative of Oxfam on Gender in operation area for sharing, linking, networking, advocacy and learning with field teams, as well as Coordination, negotiation and representation with government authorities, civil society organizations and appropriate cluster /sub cluster and inter-agency coordination groups (e.g. GBV cluster) and other humanitarian stakeholders for advocacy, strategic engagement, information gathering and sharing, research, referrals, etc
∎ Contribute to building capacity of the partner organizations as well as the IPS: (1) in organizing themselves for gender work; (2) to increase knowledge and skills to be able to engage to relevant duty bearers so that they can demand and claim their rights; (3) on women's leadership to raise women's voices, represent themselves and vulnerable, and substantially participate in formal and informal decision making structures ;
∎ Manage and monitor partnership grants with local NGOs ensuring that gender is mainstreamed in the activities
∎ Provide timely, written feedback about gender and protection incidents, issues and aid-related community-conflicts to line and matrix managers as well as appropriate authority as agreed upon
∎ Contribute to integrated planning efforts of Tacloban team and support overall Rights in Crisis team strategy development and activities as needed
∎ Perform other duties as necessary in agreement with Line Manager.

Additional Requirements:
∎ Essential:
∎ Relevant field experience of 3-5 years preferably in an international NGO/operational UN agency/equivalent;
∎ Able to conduct field assessments, including survey and focus group discussions to support assessments;
∎ Knowledge and understanding of the principles and standards of gender in emergencies;
∎ Ability to work with, support and influence others;
∎ Initiative and motivation to work independently and develop solutions to problems;
∎ Demonstrated ability to work under pressure in a demanding and fast-moving environment manage workflows, balance competing priorities and work effectively in a diverse and busy team;
∎ Good communication skills in Bengali and Chittagong;
∎ Desirable:
∎ Demonstrated experience working on gender and protection issues in humanitarian contexts;
∎ Good understanding of gender issues in WASH, EFSVL, protection and GBV prevention and response;
∎ Proven analytical and strategy development skills. Understanding of monitoring processes, learning, adaptation and evaluation;
∎ Proven skills on drafting and preparing reports.
