∎ Additional training or certification in humanitarian affairs, disaster management, project management, or public policy.
∎ Familiarity with legal and regulatory frameworks governing NGOs in Bangladesh.
∎ Experience: 7-10+ years in government liaison, ideally in humanitarian/development sectors.
∎ Proven experience with RRRC, DC, UNO, and CIC (district/Upazila levels).
∎ Experience preparing/submitting FD-6, FD-7, FD-2, FD-4, and FC-1 forms.
∎ Excellent interpersonal, negotiation, and verbal/written skills (English & Bangla).
∎ Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
∎ Ability to draft formal documents/reports in Bangla.
∎ Strong documentation and analytical reporting skills.
∎ Sound understanding of humanitarian principles, accountability, and safeguarding.
∎ Experience working with INGOs, UN agencies, or in complex humanitarian contexts, including the Rohingya refugee response.
∎ Prior involvement in high-level coordination meetings or negotiations with government stakeholders.
∎ Bangla typing skills and familiarity with Bangla software (e.g., Bijoy, Avro).
∎ Understanding of district-level coordination structures in Cox’s Bazar and surrounding areas.
∎ Ability to adapt to dynamic and high-pressure environments with shifting priorities.

Responsibilities & Context:
∎ Scope of the Role:
∎ The Senior Government Liaison Officer will represent the Organization in an administrative and liaison capacity towards Government authorities including CICs, RRRC, DC, UNO's and other relevant government focal points. The Sr. Officer will ensure timely and effective processing of necessary permissions/authorizations for CARE operations and will develop and maintain strong working relationships with the relevant bodies at Upazila and District levels. She/he will ensure the Organization's positive relations with local community representatives and local authorities, by clearly communicating the mission of the Organization and building strong links with relevant stakeholders.
∎ S/he will assist project colleagues to develop and compile FDS - Foreign Donation forms (FD-6, FD-2, FD-7) and FC-1 (Foreign Contribution Form) for all new and revised projects, and submit to the GAAM department in a timely manner for review and submission to the NGOAB. S/he will also assist in preparing and submitting responses against queries from the NGO Bureau and Local Government Institutions on FD-6, FD-7, and FD-4 (Audit), in collaboration with sector focal points and finance teams.
∎ The Senior Government Liaison Officer will assist relevant project staff in preparing Annual Progress Reports as per the NGO Bureau's prescribed format and ensure timely submission to the GAAM department at the Dhaka office. S/he will also ensure submission of applications to local Government offices and timely collection of the Local Administration Certificate for onward submission to the GAAM Department.
∎ In addition, the Senior Government Liaison Officer will support in coordinating field visits of government officials and facilitate smooth communication during donor, media, or embassy missions in the field. S/he will keep track of changes in government policies and regulations related to NGO operations and inform relevant departments accordingly. The Officer will ensure that the organization maintains compliance with national laws and NGOAB directives, and will support internal and external audits or reviews as needed.
∎ S/he will contribute to local and national-level advocacy efforts by providing technical input, supporting evidence generation, and coordinating with key stakeholders. The Officer will play a key role in representing CARE's policy positions and priorities in government forums and coordination meetings.
