Job Context:
∎ German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced "Senior Officer (SO)- Programme Management" (male/female) for their Dhaka Office.
∎ Purpose:

∎ The Senior Officer (SO)- Programme Management has the responsibility to oversee the coordination and implementation of all activities of the project and the supervision of Project field staff such as Technical Project Officers. In close coordination and consultation with its BDRCS counterpart, Project Delegate and Senior Representative, the SO will ensure adherence to GRC, IFRC and BDRCS standards, policies and regulations. The SO is responsible for day-to-day progress supervision and implementation of the project, ensuring that work plan is well understood and implemented accordingly with the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running of the project.

Job Responsibilities:
∎ Overall :
∎ In coordination with BDRCS counterpart and under the supervision of the Project Delegate /Senior Representative, the SO should ensure and maintain effective communication and liaison with project related counterparts and other relevant stakeholders.
∎ Support the Project Delegate / Senior Representative in the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project.
∎ Plans, schedules and tracks project timelines and milestones and in conjunction with agreed-upon deliverables.
∎ Monitor and supervise technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met.
∎ Prepare regular and ad hoc reports and technical overviews as needed and submit to the line manager.
∎ Co-responsible for the implementation of project activities at wards /school level in line with defined action and work plan and in very close coordination with BDRCS Units.
∎ Support PO at field level to set up monthly plans and guide him to achieve those plans.
∎ Identify project risks, develop mitigation strategies and continually manage project expectations with field team members and other stakeholders.
∎ Proactively manage field implementation to identify scope for changes in project methodology and potential impact on budget and making recommendations for decision making.
∎ Responsible for the supervision of Project Officer, supporting the field implementation in project life span.
∎ Ensure the buy-in and participation of local authorities/structures, community members and beneficiaries on DRM Pillar and liaise on health & CEA Pillars with other project partners for effective implementation.
∎ Support organizing awareness campaigns drills and simulations at community and ward level in coordination with BDRCS and relevant local authorities.
∎ Work with WDMC and other relevant stakeholders, like the FSCD, FFCW, BMD for defined project activities and sensitise them to ensure a linkage between different stakeholders of the project.
∎ Collaborate with other Partners of the project (BDRCS, IFRC, DRC) at field level (unit /ward/school).
∎ Effectively participate in coordination meetings, clusters and working groups as directed by the Project Delegate / Senior Representative.
∎ Ensure that the project is implemented in accordance with GRC and donor policies and procedures.
∎ Specific duties and responsibilities in coordination matters:
∎ Provide regular updates and reporting support to Project Delegate and point out actions to be taken.
∎ Ensure regular and effective coordination with BDRCS and regularly participate in coordination/cluster meeting.
∎ Ensure effective communication with stakeholders, partners, local communities and beneficiaries on technical and project issues.
∎ Maintain open and regular coordination and communication with the involved BDRCS Departments, Unit level officers of project location and other organizations in the field.
∎ Coordinate efficiently with the Finance and Admin team and all field/support staff to ensure consistency of quality delivery across the identified responsibilities.
∎ Any other job that might deemed necessary by the management.
∎ Lateral relationships:
∎ Establish and ensure effective working relationships with colleagues and partners.
∎ Ensure effective working relationships with BDRCS, SERC, DRC, IFRC managers and leadership.
∎ Ensure effective working relationships with involved BDRCS Departments (e.g. DRM, Training, Planning and Development, CEA, Youth and Volunteers, Response and Health);
∎ Duties Applicable to All Staff:
∎ Actively work towards the achievement of the Federation Secretariat's goals and the agenda for renewal.
∎ Abide by and work in accordance with the Red Cross and Red Crescent principles.
∎ Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Additional Requirements:
∎ Knowledge of budgeting, budget oversight, accounting principles and practical application of financial systems, experience in administrative and logistic work.
∎ Minimum of 5 years' experience in relevant field.
∎ Experience of working for a humanitarian aid organisation.
∎ Strong project management and proven coordination skills.
∎ Skill & Knowledge:
∎ Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous.
∎ Mobility and flexibility, willing to work in the multi-cultural team.
∎ Negotiation and diplomatic qualities
∎ Oral and written fluency in English and Bangla.
∎ Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels.
∎ Strong interpersonal skills and good understanding of the global organization
∎ High level of attention to details in all aspects of work responsibilities.
∎ Training, report writing and presentation skill.
∎ Ability to priority multiple tasks and meet deadlines.
∎ Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards.
∎ Disposition:
∎ Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition.
∎ Ability to work independently on own initiative and also to contribute as part of a team.
∎ Ability to understand and work with Government Law/Ministries
