Responsibilities & Context:
∎ Review and analyze relevant policy papers within the scope of the CSA Activity and prepare a roadmap to deal with the relevant policy matters, especially on the seed and fertilizer component that will ease the pathway, especially for the private sector actors.
∎ Prepare a policy-related training calendar for the MoA and DAE staff as per the original plan as approved by USAID.
∎ Review seed policy and modify relevant clauses detrimental to the participation of the private sector and the outcome of the review will be a short policy analysis report and outcome-driven policy dialogue with GOB.
∎ Assess Bangladesh Seed Rules 2020 and seed regulatory framework and develop system appraisal with recommendations to assure seed quality and truth in labeling. Organize sharing sessions with the relevant stakeholders to keep all informed on the assessment and progress of work.
∎ Review of policies/regulations in activity-related CSA technologies and inputs and prepare briefing note to support the key activity leads on key policy issues related to CSA.
∎ Regular meetings with the policy actors to ensure timely follow-up on the identified policy matters and accordingly prepare short brief for the COP to support her with tangible guidelines and timelines to achieve certain goals re. policy matters.
∎ Prepare monthly reports on the policy-related issues as conducted by the CSA activity to keep USAID informed on the progress and also support the private sector partners on the progress on burning matters re. policy especially for the actors in the field of seed and fertilizer.
∎ Work closely with the cross-cutting team leads for Environment, Access to Finance, and the various activity leads i.e., Extension, Soil Health, Seed, Mechanization, Water Management, Capacity Development, and Climate Smart Agriculture. The objective of such interaction is to support each of the experts where they may need policy-related clarity, guidelines, or advocacy.
∎ Develop a policy briefing guide for all key activity leads so that all the experts will be aware of the existing policy matters related to CSA activity while the policy briefing guide will be a living document where all the changes, modifications, and expected modifications will be updated with probable deadline for such intended changes.
∎ Contribute to the periodic reports, especially the USAID Technical Report on policy updates alongside CSA’s contribution and probable impact of such change on policy matters especially for Seed and Fertilizer.
∎ Work closely with the COP and DCOP to keep them on top of all the updates re. policy matters while s/he will also take on additional tasks such as and when necessary, by the Supervisor

∎ Context and Background
∎ IFDC is an independent non-profit organization that combines innovative research, market systems development, and strategic partnerships to spread sustainable climate-smart agricultural solutions for improved soil health, food security, and livelihoods around the world.
∎ IFDC is recognized by the Government of the People’s Republic of Bangladesh as an International Organization. IFDC established its Asia Divisional Office in Dhaka Bangladesh and enjoying diplomatic status under the same Government declaration.
∎ IFDC is recruiting for the above project in Bangladesh.
∎ The Feed the Future Bangladesh Climate Smart Agriculture Activity funded by the United States Agency for International Development (USAID) will work in 21 Feed the Future Zone of Influence (ZOI) Districts targeting 900,000 farmers and 2,485 private sector enterprises including 10-20 big companies. The Activity's purpose is to: facilitate farmers, firms, and public sector actors to increase the sustainable productivity and diversity of smallholder farmers through a more resilient and inclusive food and agriculture production system in Bangladesh. The goal is to sustainably improve food security and the nutritional status of the rural population, decrease the incidence and severity of poverty among the rural poor, and better adapt agriculture systems to meet the threats and challenges linked to climate change-related events, thus transforming farming systems through climate-smart agriculture (CSA). Mainstreaming women and inclusive development presents a significant opportunity. Meaningful participation of women is essential to purpose and goal achievement.
∎ The Activity will result in marked improvements in smallholder farmers’ access to and use of high-quality CSA technologies and practices as well as CSA inputs, to improve productivity of target crops such as rice, pulses, legumes and vegetable and other suitable crops. More than 200 model CSA villages will be developed in the ZOI districts with a village farm area group seeking advice on how to set up and operate an agriculture cooperative to serve area farmers with CSA input supply and sale of harvested crops by linking farmer-members to buyers. These 200 villages will be advertised as model villages and gradually spread all over the country. Farmers’ incomes will increase, bolstering food and nutrition security.
∎ The three intermediate results (IR) of the Activity are:
∎ IR 1: Increased availability of climate-resilient varieties of target crops through seed system strengthening.
∎ IR 2: Enhanced market delivery of climate-adapted innovations of agro-inputs, including seeds, practices, and climate information services.
∎ IR 3: Increased smallholder farmer application of climate-smart agriculture technologies and practices.
∎ IFDC is seeking to recruit a qualified individual to fill the position of Senior Policy Specialist for the above project, to be based in Dhaka.
∎ Position Summary
∎ The Senior Policy Specialist will work closely with the Ministry of Agriculture (MoA), Department of Agricultural Extension (DAE), Bangladesh Agricultural Development Corporation (BADC), Seed Certification Agency (SCA), Bangladesh Seed Association (BSA), Bangladesh Fertilizer Association (BZA) and other relevant agricultural institutes on policy matters as prioritized to achieve the overall objectives of USAID CSA Activity. S/he will review the relevant policy papers and prepare a short policy analysis to expedite bringing in the policy matters approved and/or modified that will support the CSA Activity to smoothen the pathway for the private sector partners especially those who are dealing with seed and fertilizer. S/he will also prepare a roadmap to support MOA officials of the policy planning wing and relevant DAE officials to strengthen their capacity by engaging them in relevant training program/s and international policy study tours. The senior policy specialist will work to ensure the transparency of program performance for the USAID CSA Activity partners, other stakeholders, and beneficiaries. This person who will be hired for the position is expected to work with a multi-disciplinary team of experts. The position will be based in Dhaka.
∎ Supervision and Team Collaboration
∎ The Senior Policy Specialist is supervised by and reports to the Deputy Chief of the Party.  He/she works in close collaboration with other colleagues, and field-level IFDC staff.
∎ Position and Duty Station
∎ This is a national position with a duty station in the IFDC Dhaka office.
∎ The position requires travel (up to 25% of the time) in target ZOI districts of USAID’s Feed the Future Activity.
