∎ Job Summary: You will provide technical advice and support to a range of program design and implementation issues in the area of Disaster risk management (DRM), Climate Change Adaptation and emergency response in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your advice, knowledge, and support will contribute to determining how effective, adaptive, and innovative CRS` Disaster risk management (DRM), Climate Change Adaptation and emergency response.

Job Responsibilities:
∎ Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in Disaster risk management (DRM), Climate Change Adaptation, and emergency response that effectively engage partners, donors, and governments. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, government system strengthening, and local leadership
∎ Provide technical solutions to CP teams, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, tools and M&E, helping to ensure high-quality implementation.
∎ Contribute to regional and CP efforts to pre-position CRS for growth opportunities in DRR, emergency management and climate change adaptation.
∎ Lead or contribute to the development of the technical design for proposals related to DRM, Climate Change Adaptation and emergency response, , including defining appropriate monitoring systems and indicators. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS' approach.
∎ Support capacity strengthening initiatives in DRM, Climate Change Adaptation, emergency response programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching and provide hands on support as part of CRS localization priority
∎ Contribute to knowledge management and learning through collecting and analyzing program data, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports, and supporting partners to do so. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency learning agenda.
∎ Support regional initiatives as required including participation in the DRR-CCA-Resilience CoP and topics around learning, measurement and innovation.
∎ Contribute to maintaining relationships with donors, peer organizations, research and other institutions, participate in forums in the area of DRM, Climate Change Adaptation, emergency response to collect and share best practices and promote CRS' work.
∎ Be an active member of relevant clusters and represent CRS as appropriate, and connecting CRS with several working groups/forum, ensure support to the partners so that they can be enroll and take over leading role in different clusters/forum.

Additional Requirements:
∎ Minimum of two years relevant work experience in Disaster Risk Management (DRM), Climate Change Adaptation (CCA) with similar roles and responsibilities is required. A minimum of three years relevant field-based experience in DRM, CCA and emergency response is also required. Relevant experience with an international NGO is preferred.
∎ Previous experience developing successful proposals for external donor funding is required.
∎ Demonstrated application of technical principles and concepts in DRM, CCA and emergency response is required. General knowledge of other related disciplines to ensure proper cross-sectoral approach is preferred.
∎ Knowledge of applying Safeguarding is required.
∎ Knowledge of partnership principles and partner capacity strengthening best practices is required.
∎ Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners is required.
∎ Experience with program monitoring and evaluation and analysis is preferred.
∎ Required Languages - Excellent in writing and speaking in English
∎ Travel - Must be willing and able to travel up to 50 %.
∎ Knowledge, Skills and Abilities:
∎ Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
∎ Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
∎ Good technical writing skills
∎ Presentation, facilitation, training, mentoring, and coaching skills
∎ Proactive, resourceful and results-oriented
∎ Preferred Qualifications:
∎ Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
