∎ Master of Social Science (MSS) in Economics, Master of Social Science (MSS) in Anthropology, Master of Development Studies (MDS), Master of Science (MSc) in Environmental Science, Master of Science (MSc) in Geography
∎ Masters in Economics, Anthropology, Development studies, Geography and Environmental Science, or any subject of Social Science disciplines. Academic qualification may be relaxed for those who have adequate knowledge in the relevant fields

∎ At least 5 years of professional experience in human rights, climate change, gender, and any other relevant.
∎ Candidates should demonstrate knowledge in planning, budgeting, financial management, staff management and report writing along with monitoring and evaluation skills.·
∎ A strong understanding of human rights, climate-induced human rights violation, climate change, environmental degradation, gender and human rights-based project dynamics is essential.
∎ Excellent verbal and written communication skills in both English and Bengali are required.
∎ Computer skills, including proficiency in MS Word, Excel, PowerPoint, and internet applications.
∎ Experience in networking, collaborating with local administration and national networks,
∎ Having a motorbike driving license, is mandatory.
∎ The candidate should be willing to stay in Morrelgonj, Saronkhola, Mothbaria and Indurkani Upazilas and frequently visit remote areas.
∎ Knowledge in safeguarding (Child Protection, Gender, & Anti-Sexual Harassment) and conflict transformation is also necessary.
∎ The Project Coordinator has to maintain close relation and coordination with other senior staff members of CODEC in coastal region as well as lead applicant NETZ.

Responsibilities & Context:
∎ Enhanced Civil Society Organizations (CSOs) independently contribute to sustainable development, human rights, democracy and good governance in Bangladesh.
∎ Active local CSOs led by women, youth and indigenous peoples sustainably protect and promote the right to a healthy, clean, and safe environment of the people most vulnerable to climate change and environmental degradation and advance a low-carbon and climate-resilient society.
∎ Coordinating all program activities within an upazila, establishing and Coordinating Civil Society Organizations (CSOs)
∎ Technical Officer will play a lead role in developing Activity Plan and Detailed Implementation Plan for each year and update quarterly.
∎ Provide proper guideline to field personnel in project activities implementation.
∎ Network and relation build up with local government and administration
∎ Arrange different program, meetings and workshop align with the budget,
∎ Ensure smooth democratic dialogue and joint actions between CSOs and LAs.
∎ Support the Project Coordinator in preparing and maintaining reporting and documentation.
∎ Provide aadvocacy for policy changes to ensure access to resources, and protection of rights. Reducing the digital divide.
∎ Manage active support in field assessment and monitoring visits of NETZ Bangladesh, CODEC and other related officials.
∎ Maintain implementation and reporting standards and overseeing the work at different level.
∎ Ensuring that project activities are implemented according to established project principles with adequate community participation.
∎ Organize inception meetings, consultation workshop with local administration (Upazilla).
∎ Provide adequate direction and support to the field level staff to ensure effective coordination at that level.
∎ Organize trainings for local CSOs on human rights-based approach (HRBA), conflict-sensitive approaches, climate change and gender-based violence (GBV), community mobilisation, advocacy,
∎ Organise student forums at high schools and colleges and organize trainings for student forums, teachers and SMC members on HRBA, conflict-sensitive approaches, climate change and GBV, low-carbon alternatives,
∎ Coordinate climate resilient innovative initiatives, coordination of rapid response and support mechanism and reporting.
∎ Organise journalists at district level and train them on reporting about the nexus of climate change, environmental harm and HRV
∎ Communication with government agencies and service providers, managing and monitoring program staff and ensuring safeguards during meetings and activities.
∎ D. Work Supervision:The Technical Officer will work under the technical supervision of the Project Coordinator for each assigned task and assignment and the overall guidance of NETZ Bangladesh. With respect to administrative supervision responsible to the employer or his designated authority.
∎ E. Knowledge Management:
∎ a.   S/he will be responsible for maintaining a Work Journal, where s/he will document learnings, mistakes, challenges, experiences, accumulated knowledge, etc either in English/Bengali and share with line manager/CODEC management when required.
∎ b.   S/he will be responsible to coordinate with all teams/departments of project/program to document and share all knowledge that can be relevant and beneficial for the organization.
∎ F. PSEA:S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.  .
∎ CODEC is an inheritor of DANIDA Bangladesh derived from couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people centered development organization since 1985. CODEC has been growing and evolving into efficient and effective non-governmental development organization in the coastal area of Bangladesh. From the beginning of its development intervention CODEC started its activities only with the fisherfolk communities but over the period CODEC now extended its working area with other disadvantaged coastal communities along with the fisherfolk community.CODEC is currently seeking qualified candidates from potential Bangladeshi nationals for the position of Technical Officer for its project titled: Environmental Human Rights for a Just Transition: Strengthened Local CSOs Transforming Climate Hotspots into Resilient Communities (ENGAGE) project. The project will be implemented in Morrelgonj and Saronkhola Upazila under Bagerhat District and Mothbaria Upazila and Indurkani Upazila under Pirojpur District.The project is being implemented in collaboration with other NGOs in 6 districts having NETZ Bangladesh as the lead organization. European Union (EU) is financially supporting the project. The Position will be available from 1 April 2025 to 31 December 2028The project is implemented through an integrated approach building synergies across the program elements with the objectives of achieving the following results through interrelated components:
