∎ Age at least 45 years
∎ Candidates should have a minimum of 4 years of experience in MEAL system in health-focused development projects.
∎ Ability to translate M&E concepts into practical methods and tools for the field. Strong analytical skills and understanding of all aspects of quality programming.
∎ Demonstrated experience of developing and managing different project cycle M&E steps and processes (M&E plans, logical frameworks, base, and end-line surveys, mid-term and final evaluations, etc.
∎ A valid motorcycle driving license is required.
Responsibilities & Context:
∎ Support to Develop and Review of MEAL framework/plan for project
∎ Support and ensure MEAL system, MIS design, implementation and trouble shooting at local level including performance questions, indicators wise targets as well as MEAL planning and data collection.
∎ Able to develop/support ToR/Concept note for baseline, end line and research
∎ Facilitate design and develop tools for conducting process monitoring along with partner team and project team and share findings
∎ Support to conduct program review and reflection process at field with local administration, LGIs, community groups, analysis findings, generate learning and also support to share produced reports.
∎ Compile and prepare monthly, quarterly, six monthly and annual report and Govt. office reports of the project as per prescribed template Technical or donor agencies and LAMB.
∎ Manage web-based monitoring and reporting system for the project.
∎ Collect data from the project staffs and prepare the project Indicator Performance Tracking Table (IPTT) reports.
∎ Design Survey tools in digital platform and manage collected data.
∎ Ensure timely and periodic data submission and MIS update including data quality, accuracy and completeness especially at local level along with significant case studies.
∎ Make evidence brief or info graphic based on outcome assessment, evaluation, and related research findings·
∎ Make field visit reports related to MEAL agendas. Field Visit and Quality Assurance·
∎ Undertake regular field visits to monitor and Check the accuracy of data collection and use of tools.
∎ Collect information from the project site and develop relevant case stories, changes among beneficiaries, testimonial, beneficiaries’ feedback, lessons learned, Challenges and overcome strategies.
∎ Provide hand-on support to project staffs during field visits.
∎ Support to project staff to day-to-day data management and capacity building on MEAL related
∎ Job Summary: The Technical Officer - MEAL will support the design and implementation of M&E strategies, guidelines, and tools to ensure effective project monitoring and evaluation. S/he will assist in developing methods to measure progress and impact in alignment with the project’s logical framework and outcome indicators. Working closely with project teams, s/he will assess field conditions, support capacity-building initiatives, and ensure the smooth operation of the MEAL system under the supervision of the Technical Coordinator - MEAL. Additionally, the role is responsible for knowledge management and collaborating with program teams to review and prepare monthly, quarterly, and final narrative and financial reports.

Compensation & Other Benefits:
∎ Salary: Around Tk. 35,000 per month gross. Other benefits include provident fund, festival allowance once per year, and critical illness and death benefit.
