Responsibilities & Context:
∎ Accountabilities:
∎ Performing the day to day activities and administrative processes to ensure an efficient running of the clearance and transportation processes of medical and non-medical goods for a supply office (coordination or project) following the supply procedures according to MSF standards and protocols. Including the following activities:
∎ • Managing and planning, in collaboration with the line Supervisor and the Warehouse Supervisor, the shipment of goods between the projects and/or from the capital to the projects choosing the best possible means of transport;
∎ •Being responsible for the reception of international freight and its forwarding to the field;
∎ •Being responsible for all customs and administrative related issues;
∎ •Regularly assessing the local transport market (companies, prices, services, delays), and proposing different third party providers for validation;
∎ •Performing delegated tasks according to his / her activity and as specified in his/her job description.
∎ MSF Section/Context Specific Accountabilities:
∎ -Stay up to date on compliance with all the latest DGDA, NOGAB, BTCL or any other relevant authorities and customs regulations and procedures related to the importation of relief goods in Bangladesh. In addition, stay updated on changes in customs regulations, tariffs, and trade agreements, and implement process improvements to enhance efficiency and compliance;
∎ · Check and verify all necessary documentation for customs clearance, including invoices, packing lists, free gift certificates and BOL’s/AWB’s and raise when there is any correction or modification needed;
∎ · Assist in application preparation for NOC’s from different authorities and documents for customs departments, get validation from assigned signatories and liaise with clearing agents for further submission;
∎ · Keep regular communication with different authorities related to importation, clearing agents and other internal & external individuals for transacting information;
∎ · Frequent visits to DGDA, NGOAB, BTCL, ministries, clearing agents office and any other authorities / stakeholders to submit applications, collect NOC’s and other documents, and to follow up on pending applications etc. Communicate effectively with supply officer, internal customers, external stakeholders, and government authorities regarding customs and importation related matters;
∎ · Classify goods compared between tariff & HS codes, and ensure accurate duty calculations and cross check with clearing agent’s bills/offers. Where possible and needed, facilitate the smooth clearance of goods through customs checkpoints by liaising with customs officials and coordinating necessary inspections;
∎ · Ensure proper archiving and filing of received and paid shipment/cargo documentation;
∎ · Assess and manage risks related to customs compliance, including potential penalties or delays in clearance;
∎ · Coordinate transportation logistics for import shipments, including selecting carriers, arranging transportation, and tracking shipments;
∎ · Assist the supply officer and Mission supply chain manager regarding updated information on customs procedures, regulations, and documentation requirements;
∎ · Maintain accurate records of customs transactions, including import documentation, duty payments, agent’s bills and compliance records while ensuring clearing agents’ bills paid on time and segregated as per project to charge the projects afterwards as per the volume of shipments;
∎ · Address immediately any issues or discrepancies to supply officer and Mission supply chain manager that arise during any application tenure, information, customs clearance process, including resolving disputes with customs authorities or shipping carriers etc;
∎ · Stay available during working hours via provided email and phone.· Performing any other tasks within the scope of this role, as directed by line manager, Log-co and according to the needs of the mission;
∎ · Adhere to MSF policies, procedures, and guidelines for supply chain activities.

Compensation & Other Benefits:
∎ ·12 month- contract renewable based on performance and operational needs. Salary according to level Five (5) of the internal MSF salary grid (BDT 56000 Gross). Salary is non-negotiable. Income tax deduction from salary based on current income tax rule;
∎ · 2 annual leave days per month worked;
∎ · Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
