Job Responsibilities:
∎ The Head of Finance will be responsible for providing leadership, technical support, supervision, and guidance to the Accounts and Finance (including Grants & Contracts) and IT teams. The jobholder will also provide guidance to Development Programme and Micro finance teams when required and work closely with the different functions and programmes including Procurement and HR & Administration. S/he is the custodian of the finance processes to ensure BRAC NGO and Microfinance entity in Sierra Leone are compliant with donor, local regulatory and BRAC International policies and guidelines. The Head of Finance will be a key member of the Country Management Team (CMT) and will be supporting the team to achieve Annual Operating Plan (AOP) and other entity targets while driving efficiency. S/he will report to the Country Director of Development programme and Chief Executive Officer of BRAC Microfinance Sierra Leone Ltd. Job responsibilities include but not limited to the following
∎ Key Responsibilities:
∎ Oversee accounts and finance management for all operations of BRAC Sierra Leone entities (micro finance and NGO) including consolidation, ensure maximum core cost recovery achieved through effective budgeting and control
∎ Lead the Finance & Accounts team and work closely with other departments specially IT (Information Technology) and Internal Audit
∎ Apply analytical procedure and ratio analysis in order to support timely decision making.
∎ Ensure compliance with Local regulatory issues and timely submission of tax.
∎ Conduct audit (by internal and external audit teams) and ensure compliance with organizational policies and internal controls.
∎ Manage country treasury in an effective and efficient manner, analyze country scenario and manage investments, prepare a sustainable business plan for MF operation.
∎ Liaison with Banks, Financial Institutions donors and other investors to facilitate debt and equity and grant funding.
∎ Advise the Country Director and CEO on accounting concept and treatment.
∎ Produce and circulate budget variance reports for all programmes and conduct regular meeting with teams to revise forecasts
∎ Maintain liaison with donors and work with external/ internal auditors to ensure clean reporting.
∎ Submission of monthly accounts to BRAC International (BI), Head Office; dealing with payroll related issue, cash management, accounts payable and donor reporting.
∎ Coordinate with Manager-IT BRAC International to ensure the efficient and timely service on IT related issues.
∎ Improve the quality of Country Finance personnel and work on the capacity of development of field Accountants.
∎ Lead the Country risk management process and coordinate the Country risk management committee.
∎ Work closely with Head of Financial Planning, Reporting and Control, BI on Finance & Accounting related issues and Financial Controller, BIHBV on Microfinance related issues.
∎ Report any financial and regulatory issues to the Country Director, CEO and if required to the Regional Director, Africa, Director-Operations, BRAC International Holdings B.V. and Director Finance, BI.
∎ Work on special projects as required by the BRAC International Senior Management Team.
∎ Safeguarding Responsibilities:
∎ Establish a safeguarding culture across all level of the program by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:

∎ Experience in financial reporting, payroll management, account reconciliation, donor reporting, Value for Money (VfM), Tax management, legal and IT issues, FoRex management and treasury management.
∎ Excellent communication and presentation skills

∎ Flexibility to work in different time zone with the people from different culture
∎ Advanced proficiency in using Microsoft office
∎ Excellent English language proficiency
∎ Demonstrated technical expertise in the subject area
∎ Experience Requirements:
∎ At least five years of practical experience in a senior financial management position in a financial institution, commercial or microfinance organization in national and international level or in an international NGO with solid Microfinance financial management background.
∎ Experience in working with national partners, Donors, Local/Government authorities, NGO financial and budgetary field, Banks and Lenders.
∎ A proven experience in communicating with senior stakeholders and team management
