• Familiarity with accountability mechanisms (e.g., feedback and complaints response mechanisms – FCRM);

• Strong report writing, coordination, training, and communication skills;

• Ability to work in hard-to-reach and remote areas; team player with strong interpersonal and problem-solving skills.

Job Context:

Gana Unnayan Kendra (GUK) is looking for a suitable candidate for the position of “Monitoring, Evaluation, Accountability & Learning (MEAL) Manager" for the “Zurich Climate Resilience Project”, supported by Concern Worldwide. The MEAL Manager will be responsible for developing and managing the monitoring, evaluation, accountability, and learning framework of the project, ensuring quality implementation, data-driven reporting, and effective coordination with GUK's monitoring unit and Concern Worldwide’s MEAL department.

Job Responsibilities:

• Develop the MEAL implementation plan based on the project's results framework;

• Regularly monitor ongoing project activities to ensure they are being implemented according to the planned timeline, budget, and scope;

• Conduct field visits to observe the implementation of activities, interact with beneficiaries, and verify that the services provided meet quality standards and address needs;

• Collect regular qualitative and quantitative monitoring data, including case studies and most significant change stories;

• Report progress and learning throughout the project, documenting lessons learned;

• Assist in conducting the Annual Outcome Monitoring (AOM) survey with support from Concern Worldwide;

• Coordinate with the programme team to develop appropriate monitoring tools and methodologies, ensuring both qualitative and quantitative information is collected, collated, and reported with appropriate data disaggregation;

• Manage hard and soft copy documentation of all MEAL files, including assessments, reports, case studies, and photographs;

• Provide regular training and capacity building for programme staff on all tools and methodologies;

• Liaise and coordinate with internal and external actors for the collection of relevant statistics and data;

• Ensure the communication and dissemination of complaints handling procedures, policies, and tools are appropriate for beneficiaries, project staff, and other stakeholders, drawing on multiple communication channels;

• Maintain regular coordination and communication with the GUK monitoring unit and the monitoring department of Concern Worldwide.
