∎ Job Summary:
∎ Johns Hopkins Center for Communication Programs (CCP) is hiring a Monitoring Evaluation and Learning (MEL) Manager to lead MEL activities for CCP`s portfolio in Bangladesh. This position will be responsible for all aspects of MEL activities, including ethical compliance, development of protocols, and data collection tools for monitoring and evaluation, data analysis, and report writing. The MEL Manager will establish and manage MEL systems that will enable CCP to report upon indicators and progress to donors and stakeholders. This senior position is responsible for designing and conducting formal instructional activities and training for internal and external audiences to build capacity in SBCC research, evaluation, data use, and learning. Specifically, the MEL Manager will provide technical assistance on MEL processes and systems to several central and division-level offices of the Government of Bangladesh (GOB) through training, orientations, and individualized support to strengthen the GOB`s SBC monitoring systems. The MEL Manager will support GOB departments, units, and coordinating bodies that are focused on tuberculosis, nutrition, family planning, maternal and child health, and zoonotic diseases. The MEL Manager will supervise MEL specialists, MEL officers, and/or any other staff members of the MEL team.
∎ The position will work collaboratively with CCP staff in Dhaka and Baltimore, Maryland, U.S., as well as directly with GOB departments and coordination entities. The MEL Manager should possess a strong understanding of the GOB`s systems and protocols and be able to conduct the work with a high level of professionalism. This position requires experience in qualitative research and a firm grasp of theories, frameworks, and models used to plan systems-strengthening activities.
∎ The successful candidate must be highly organized and enjoy working in an environment that is mission-driven, fast-paced, and results-oriented. The ideal candidate will have the ability to exercise good judgment in a variety of situations and strong management skills. Strong writing and verbal communication skills in English and Bangla are mandatory. This position reports to the Chief of Party / Country Director of JHUCCP-Bangladesh.

Job Responsibilities:
∎ Essential duties and responsibilities:
∎ Provide technical guidance to the design and implementation of the MEL strategy and system for the capacity-strengthening project. Provide direct capacity-strengthening support to GOB departments and coordinating entities.
∎ The MEL Manager will:
∎ Provide overall guidance and manage all MEL activities, communicating and coordinating as needed with HQ MEL staff, stakeholders, and the donor.
∎ Develop and implement a MEL system for the project that is comprehensive, efficient, aligned with donor and GOB systems, and easy to use.
∎ Manage implementation of the MEL plan and supervise data collection and quality assurance per approved IRB protocol.
∎ Identify MEL training needs among the GOB departments/units and collaboratively plan with government stakeholders on how to address these needs.
∎ Provide training, instruction, and technical support to strengthening MEL systems of GOB departments/units at national and divisional levels.
∎ Facilitate data use among project staff and GOB stakeholders to guide decision-making and improve processes.
∎ Use data to systematically document achievements, success stories, and best practices.
∎ Develop research reports and MEL sections of quarterly & annual reports
∎ Data collection, cleaning, and verification to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.;
∎ Ensure that all data is up to date and ready for immediate use;
∎ Review quarterly reports and obtain feedback from CCP HQ prior to submission to donors;
∎ Assist project technical staff with the preparation of reports as appropriate.
∎ Supervise MEL team and related staff members.
∎ Develop a mechanism to support government departments in developing and reviewing their MEL system and procedures.
∎ Conduct quarterly reporting through the internal CCP DHIS2 system and additional platforms as required
∎ Perform quantitative analysis using statistical software (e.g. STATA, SPSS, SAS, etc.) and/ or dashboard analytics (including GIS mapping) and interpretation
∎ Perform qualitative analysis of MEL data using software (SPSS, Atlas.ti. Nvivo, Dedoose, and others) and/ or dashboard analytics and interpretation
∎ Any other duties as assigned by the Chief of Party.

Additional Requirements:
∎ Minimum of 10 years of experience in leading, designing, and implementing MEL activities for international development programs, preferably for USAID projects and/or large-scale health programs
∎ Experience working with various levels of the public health sector system
∎ Must have advanced proficiency in statistical software packages
∎ Minimally Required Job-Specific Competencies:
∎ Demonstrated competency in developing and managing MEL plans and systems
∎ Experience with designing and conducting capacity-strengthening activities to improve the MEL system
∎ Experience in the design and implementation of qualitative research as well as the analysis of the data that is collected.
∎ Leadership skills in working collaboratively with donors, GOB stakeholders, and international organizations
∎ Proven ability to lead, manage, and mentor/support direct reports
∎ Demonstrated a clear understanding of evidence-based programming and theories, frameworks, and models related to capacity-strengthening activities
∎ Experience conducting MEL training for diverse audiences
∎ Fluent in Bangla and English
∎ Excellent oral and written communication skills
∎ Knowledge of MS Excel, PowerPoint, and quantitative and qualitative software
∎ Ability to maintain confidentiality on work-related matters
∎ Language Skills: Excellent written and oral skills in Bangla and English.
