Responsibilities & Context:
∎ Forge and maintain strategic relationships with key stakeholders in the MOHFW, DGFP, MOWCA, and DWA
∎ Manage project activities, with support from the CoP/CD and Director of Systems Strengthening, to identify, plan, design, implement, and monitor activities that address the technical assistance needs of the MOHFW, DGFP, MOWCA and DWA
∎ Provide direct technical assistance on a day to day basis to the DGFP, DWA, and other relevant government departments
∎ Support MOHFW, DGFP, MOWCA and DWA to integrate SBC as part of their operation plan.
∎ Support MOHFW, DGFP, MOWCA and DWA to develop mechanisms for implementing systemic SBC activities at the local, district and divisional level.
∎ Identify and manage technical assistance needs for the project and engage and manage experts to support strategy development, training, liaison, and facilitation
∎ Support the government partners in periodic self-assessments and document lessons learned from the process
∎ Provide programmatic support for procurement, administrative activities including NGO bureau compliance issues.
∎ Coordinate and manage the execution of programs within team, ensuring that activities are implemented in accordance with the project plan and objectives
∎ Provide programmatic guidance to internal team for problem solving purposes
∎ Represent JHU and CCP at relevant external meetings and events, by delivering technical presentations, networking, relationship building, and initiate and follow through with opportunities for collaboration

∎ Job Summary: The Program Specialist - MOWCA/DWA and IEM Focal Point will support the implementation of Breakthrough ACTION’s social and behavior change (SBC) system strengthening project with the Government of Bangladesh. This position will work under the direction of the Chief of Party/Country Director and the Director of System Strengthening to lead designated government institutions in a structured process to assess SBC capabilities and gaps and co-design system-strengthening activities to meet these needs. This position will plan, design, and deliver activities including training, direct technical assistance, and coordination support to designated government departments. This position will collaborate closely with the Information, Education, and Motivation (IEM) Unit of the Ministry of Health and Family Welfare (MOHFW), the Directorate General of Family Planning (DGFP); and the Ministry of Women and Children Affairs (MOWCA), Department of Women Affairs (DWA), on system strengthening activities. The position has supervisory responsibilities. Duties may be assigned for other aspects of this project or other CCP projects as needed.
