∎ The WASH and DRR Specialist is responsible for program development and management of HFHB`s Water, Sanitation and Hygiene (WASH) and Disaster Risk Reduction (DRR) programs in Bangladesh. This includes providing leadership and technical advice in project implementation and monitoring of existing and future WASH and DRR projects, along with resource mobilization, coordination, documentation, and advocacy. The role holder will develop technical resources to guide WASH and DRR interventions, drawing from international best practices, Bangladesh regulatory frameworks, and learning from the field context. The WASH and DRR Specialist will focus on efficiency, sustainability and partnerships to engage innovations and alternative actions in the implementation of the programs. The Specialist ensures the overall success of the WASH and DRR program by making sure the team completes the defined activities while adhering to standards and that the program is completed on time, within budget and with acceptable quality. Develop technical resources (e.g., strategic framework, standard operating procedures, manuals) to guide WASH and DRR interventions, drawing from international best practices, Bangladesh regulatory frameworks, and observations from the field context.

Job Responsibilities:
∎ 1. Programming and Leadership
∎ Lead the development and management of WASH and DRR approaches and activities, ensuring alignment with HFHB's standard policies and procedures, along with sector best practices.
∎ Design and conduct situation analysis and need assessments and provide recommendations to the senior management team on WASH and DRR programming options and priorities.
∎ Ensure implementation of WASH and DRR interventions according to technical standards, as well as proper maintenance and use of technical equipment.
∎ Develop technical design and implement field projects and provide assessments/reports of current efforts. Work with field staff to build consistency across each WASH and DRR intervention.
∎ Actively engage in the selection of and maintain good working relationships with contractors, and local and international partner organizations, ensuring alignment with HFHB's approach and programming priorities in WASH and DRR sector.
∎ Inspect and certify all WASH infrastructure before contractors are paid, as necessary.
∎ Ensure appropriate program quality standards are used in the design and implementation of projects, particularly SPHERE and the Core Humanitarian Standards (CHS) as appropriate.
∎ Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the Habitat programs and partners.
∎ Ensure that all data and information is updated, well organized and easily accessible; and those lessons learnt and best practice are capitalized.
∎ Coordinate with other technical departments in HFHB to ensure a common approach, synergy and sharing of information.
∎ Ensure program efficiency and delivery in particular referring to cost effective and innovative solutions to accelerate trend of access with analysis of potential and sector environment.
∎ Lead, inspire and motivate program staff, fostering a culture of accountability, humility, courage, stewardship, learning, collaboration, and teamwork.
∎ 2. Resource Mobilization
∎ Collaborate with internal and external stakeholders to formulate effective new ideas and innovative strategies for WASH and DRR program development or partnership opportunities in alignment with the HFHB's strategy and standards.
∎ Work closely with HFHB Resource Development team and technical experts in developing competitive project proposals to increase funding opportunities and maximize impact.
∎ Together with the National Office team, maintain strong networks with WASH and DRR sector leaders and donors, particularly with the Foundations, Organizations, Institutional donors to pre-position HFHB for upcoming funding opportunities.
∎ Build HFHB representation, visibility and attractivity up by promoting and sharing HFHB vision and strategy during key meetings with local authorities, clusters and other agencies.
∎ 3. Representation, Communications and Coordination
∎ Communicate and coordinate activities with other local or international actors interested in learning and participating in the HFHB's WASH and DRR programs.
∎ Maintain close relationship with local authorities/administrations as well International Coordination Mechanism (e.g., Humanitarian Coordination Task Team, Clusters and working groups) at national level.
∎ In collaboration with Communications department, participate in the development of, and follow a communication plan with specific deliverables (e.g., user guide/illustrated manual, video, photographic catalogue, posters, images and key messages in support of social media HFHB promotion).
∎ Ensure regular communications and technical support to the team and relevant departments (Finance, HR, Program, etc.) to avoid misunderstanding and guarantee good internal coordination.
∎ 4. Administration, Finance and Human Resources
∎ Ensure that WASH and DRR expenditures and budgets are well-monitored and activities are implemented and completed within budget and on schedule.
∎ Build capacities of HFHB's program staff and provide them on-the-job coaching on WASH and DRR best practices.
∎ Ensure all team members understand and carry out their duties in accordance with HFHB's values and principles, and in accordance with HFHB administrative policies and procedures.
∎ Ensure compliance with donor and government requirements in the development and implementation of WASH and DRR programs.
∎ 5.Monitoring and Reporting
∎ In coordination with the MEAL team, design and support the implementation of a M&E plan for the WASH and DRR related projects in the country.
∎ Work with the MEAL team and the program teams to ensure that program objectives and activities are agreed upon within the context of HFHB's values, aims and objectives.
∎ Track progress of WASH and DRR program indicators and ensure production and timely dissemination of high quality, analytical reports to relevant internal and external stakeholders
∎ Evaluate, monitor and review to ensure strict compliance of WASH and DRR program activities with HFHB national and global policies and procedures and with relevant donor regulations and agreements, SPHERE and CHS standards.
∎ 6. Safety and Security
∎ In collaboration with the HFHB security focal, ensure all program team members understand individual and collective responsibilities for safety and security.
∎ Liaise with the HFHB security focal to ensure compliance with HFHB security guidelines and their effective application in the local context.
∎ Monitor the operational environment with respect to increased level of threat and advise the line management.

Additional Requirements:
∎ Experience:
∎ More than 5 years' experience in management and coordination role in the development and/or humanitarian sector is mandatory.
∎ Minimum of 2 years' experience in humanitarian program management in fragile or complex contents.
∎ Extensive experience working with Institutional donors and/or managing projects funded by Institutional donors.
∎ Experience in related field i.e., Water, Sanitation and Hygiene, disaster risk reduction and response, housing and human settlements, management, etc.
∎ Experience working with arsenic reduction programs is a plus.
∎ Competencies:
∎ Attention to detail and strategic thinking.
∎ Able to perform strategic planning including setting organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition in the for profit or non-profit sector.
∎ Able to design and coordinate detailed business planning that defines the implementation of strategic plans through a given period of time, with clearly defined metrics and outcomes.
∎ Results-driven and team player with highly developed interpersonal skills and communication skills including influencing, negotiation and coaching.
∎ Has well-developed understanding of project management cycle including proposal development, implementation and monitoring.
∎ Understanding of WASH and DRR related international humanitarian aid systems and standards.
∎ Highly developed cultural awareness and ability to work well in an international environment with people from diverse background and cultures.
∎ Excellent reporting writing, presentation and analytical skills.
∎ Very good level of English skill is a must.
∎ Proficient in Auto CAD and office 365 package.
∎ Excellent understanding of SPHERE and Core Humanitarian Standard is a must.
∎ Demonstrated leadership and decision-making skills.
∎ High moral character with integrity and honesty.
∎ Stewardship of resources, transparency and accountability.

Salary:
∎ Tk. 120000 - 150000 (Monthly)
∎ (Negotiable based on competency of the selected candidate with all other regular benefits as per organizational policy)
