∎ Major donor experience including GFFO, BMZ, UN, ECHO, EU, USAID, FCDO and other foundations would be an asset.
∎ Demonstrated ability to manage procurement and logistics of a multi-million Euro and multi-year project operations.
∎ Knowledge of humanitarian and donor funded project compliances and operation modalities.
∎ Experience working with the Government of Bangladesh regulatory agencies such as NGOAB, NBR, etc.
∎ Comfortable in intercultural competence and ability to cope in multinational team.
∎ Strong interpersonal, negotiation, and facilitation skills. Highly collaborative with great coordination and organizational skills -even under a high workload and time pressure context
∎ Excellent computer skills in MS Office Suite, online based applications, and software for different purposes.
∎ Excellent spoken and written language skills both in English and Bangla.

Responsibilities & Context:
∎ Department: Operations
∎ Salary group: SG 7
∎ Immediate superior:
∎ Disciplinary :Head of Finance
∎ Contract Period :Initially for 01 year with a high possibility of extension based on performance
∎ Proposed start date: July 01, 2024.
∎ Lead the procurement, delivery and tracking of goods and services in compliance with WHH and donor policies and regulations.
∎ Ensure that all audit and review queries related to logistics, procurement, and staff safety are adequately addressed.
∎ Ensure that a fully functioning asset management system is in place in field location, and at the country office in Bangladesh.
∎ Provide technical guidance to all WHH team for all logistics and procurement issues, ensuring that they consistently comply with WHH's standards, policies, procedures, and donor contractual obligations.
∎ Enable Heads of Projects/Heads of Departments to effectively plan for project’s logistics and procurement needs and take advantage of economies of scale.
∎ Lead the capacity building of project team on logistics and procurement procedures and processes and hold them accountable for compliance.
∎ Ensure the effective use and management of WHH’s fleet and communications equipment including cell phones and satellite phones etc.
∎ Manage the procurement and delivery of all supplies and equipment in accordance with WHH and donor policies and procedures.
∎ Establish and maintain functioning warehouses as required, carry out periodic stock checks and ensure that all warehouses operate in accordance with WHH policies and procedures and standards.
∎ Strong commitment to VAT and TAX compliance with knowledge and expertise of how to ensure at vendor’s level.
∎ Ensuring the compliance with fleet related security guidelines and provision of critical incident management
∎ To ensure partners are following the WHH supply chain standards of procedure.
∎ To ensure partners are following approved and updated procurement policy in compliance with WHH, Donor and NGOAB regulations.
∎ Assist WHH project leads and partners project procurement staff to transform policy into practice.
∎ Assist WHH and partners in procurement planning for all projects before the project opening meeting.
∎ All involved have access to procurement process certification/training including capacity building for Procurement Committees (PCs) with refreshers to ensure adequate understanding of the process, documentations, and compliances.
∎ Ensure assets and inventory management are maintained as per partnership agreement and there is no closed grant after project closure.
∎ Monthly supply chain and logistics reporting

∎ As Expert for Supply Chain Management, you will guide the country team and implementing partners to ensure adequate security for WHH resources and assets. You will also provide professional advice on the implementation and development of programs and projects on the basis of the regional and sectoral portfolio.
