Responsibilities & Context:
∎ Prepare payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are: in accordance with procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code
∎ Working closely with Operations Manager, the Operations & Finance Director, the Home Office Contracts team, and the Project Operations and Management function to assist procurements, and ensure procurement processes are being followed and are compliant with donor expectations, rules and regulations, and EnCompass internal policies (EnCompass Procurement Policy)
∎ Organize and documents consultants, personnel and financial data to include: preparing documentation required to hire consultants, preparing labor agreements and consultant contracts, securing approval of COP and other required approvals
∎ Track all the expenses of field activities and make sure the expenses are in the budget.
∎ Prepare monthly cash flow based on the activities projected in the work plan
∎ Arrange travel, including transportation, lodging, visas, and other necessary preparations for visiting staff and traveling team members
∎ Organize project activities as assigned (e.g., maintaining up to date participant lists, drafting communications, sending welcome letters, responding to questions, etc.)
∎ Process staff travel advances and expense reports, consultant’s payment and other related costs
∎ Disperse payments for project activities, consultants’ payment and other related costs.
∎ Process checks and bank transfers to vendors and employees
∎ Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking and record keeping
∎ Provide support to the Operations & Finance Director in compiling and submission of the monthly financial reports package
∎ Support collection and filing for logistics (accommodations, transport, vehicles) invoices, receipts and payments
∎ Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
∎ Other duties as assigned
∎ Position Description:
∎ EnCompass LLC is seeking local candidates for the Finance & Administrative Officer role to join our awarded four-year United States Agency for International Development (USAID) Bangladesh Monitoring, Evaluation and Learning (Upoma) contract, based in Dhaka. This contract is a central Mission-wide platform that provides a range of analytical and advisory services to the USAID Mission in Bangladesh, including project and activity design, performance monitoring, evaluation, and operational learning and adapting efforts. The activity will play a significant role in achieving the successful implementation of the Mission’s: CDCS 2020 - 2025, PMP, and the CLA agenda.
∎ Reporting to the Operations & Finance Director, the Finance & Administrative Officer will provide support to all financial and administrative activities, including support to recruitment (HR), procurement, and event planning. The Finance & Administrative Officer must be highly organized, detail-oriented, and able to handle multiple complex tasks simultaneously. He/she should have strong written and verbal communication skills in English and be able to communicate effectively with project team members, vendors, and consultants.
