∎ A minimum of eight (8) years of experience, preferably working on customs and border management issues. Also of value is experience in agricultural trade, risk management, or other relevant fields. Experience interacting with the GoB agencies responsible for supporting and regulating trade is desirable.
∎ Deep expertise in the following areas: World Trade Organization (WTO) and World Customs Organization (WCO) Risk Management requirements; agricultural trade-related risk management of other countries; Plant and Animal Quarantine related laws; Export-Import Policy and Procedures; Bangladesh’s WTO TFA Implementation, Measures and Standards; Customs and Border Management Agencies; and Cross Border Trading Process.
∎ Experience in pest risk analysis (PRA) and Customs Risk Management Systems (e.g., distinguishing high-risk cargo from low-risk cargo) is desirable.
∎ Experience in working and building effective working relations with a wide range of stakeholders, including senior public and private sector officials, think tanks, and academia. Experience in, or exposure to, relevant donor-funded development programs is desirable.
∎ Ability to exercise independent and objective analysis and leverage international best practices.
∎ Fluency in English and Bangla languages. Proven written, oral communication, and presentation skills.
∎ Demonstrate proven competency in time management and multitasking.

∎ United States Department of Agriculture (USDA)-funded Bangladesh Trade Facilitation project (BTF) will expand regional and international trade in agricultural goods by addressing systemic constraints to agricultural trade at Bangladeshi ports; simplifying and automating import and export processes; improving the capacity of government agencies, laboratories, and warehouses; and by fostering private and public investment, especially in cold storage.
∎ The Senior Technical Advisor, Risk Management, will design and lead the project’s activities and inputs related to deploying Risk Management (RM) procedures and systems, and encouraging and enabling border control agencies involved with the clearance of food and agriculture goods to concentrate efforts on high-risk consignments and expedite the release of low-risk consignments. The Senior Technical Advisor will engage Government of Bangladesh (GoB) officials and offer advice and support in the following areas: (i) establishing RM procedures and systems at agencies responsible for international trade in agricultural goods; (ii) engaging IT specialists to design and implement software interfaces and information repositories; (iv) designing and conducting awareness and training programs concerning risk assessment processes and the capacity of agencies to implement RM systems; (v) strengthening RM Units within relevant GoB agencies; (vi) advising and coordinating with relevant GoB agencies to ensure synchronization and harmonization of project-supported RM systems with existing RM systems and infrastructure and the Bangladesh Single Window; and (vii) overseeing the revision of the legal framework and standard operating procedures (SOPs) to ensure smooth implementation of RM systems.
∎ Lead project activities to establish, coordinate, and integrate RM systems at relevant GoB agencies, including the development of software infrastructure.
∎ Lead efforts to revise and develop the legal framework, including rules and SOPs, to ensure legal and effective implementation of RM systems.
∎ Oversee and coordinate with the relevant GoB agencies to ensure project supported RM System infrastructure aligns with GoB RM infrastructure.
∎ Lead organizational development, capacity building, and performance monitoring of RM Units at relevant GoB agencies.
∎ Design training programs and lead the project’s capacity building activities needed to enable GoB agencies to institute RM System.
∎ Land O’Lakes Venture37 Bangladesh seeks a highly experienced, skilled, dynamic, and results-oriented specialist in cross-border trade procedures to join the Bangladesh Trade Facilitation project as the Senior Technical Advisor – Risk Management. The Senior Technical Advisor will lead BTF project activities related to (i) establishing information systems, (ii) recommending institutional frameworks and legislative reform, and (iii) building lasting skills for risk-based compliance and risk management at Government of Bangladesh agencies regulating and promoting international trade in food, agricultural, and fisheries products.
