∎ Project Description:
∎ United States Department of Agriculture (USDA)-funded Bangladesh Trade Facilitation project (BTF) will expand regional and international trade in agricultural goods by addressing systemic constraints to agricultural trade at Bangladeshi ports; simplifying and automating import and export processes; improving the capacity of government agencies, laboratories, and warehouses; and by fostering private and public investment, especially in cold storage.
∎ Position Summary:
∎ The Technical Advisor - Laboratories and Testing will lead all BTF project efforts related to lab accreditation, certification, and capacity-building and will develop and promote strategies to improve coordination and collaboration among food and chemical testing laboratories. The Technical Advisor will develop and promote strategies to establish an automated lab report submission system; improve sample collection processes; develop standard operating procedures (SOPs); and design and deliver curricula and/or training-of-trainers programs to institutionalize relevant lab and testing procedures and to increase the number of food and chemical laboratories that meet internationally recognized standards. The Technical Advisor will coordinate initiatives with multiple Government of Bangladesh agencies and build and utilize a network of laboratory technicians and managers from both Government, research, and commercial laboratories. This position will be based in Dhaka, Bangladesh.
Job Responsibilities:
∎ Lead efforts to automate the submission of lab results from relevant GoB agencies, including development of software infrastructure that synchronizes with various other GoB software infrastructure.
∎ Lead efforts to improve sample collection processes at ports of entry and assist in drafting master SOP templates for sample collection.
∎ Lead the development of training and capacity building programs based on an assessment of the skills and institutional requirements of laboratories and other testing and food safety stakeholders.
∎ Assess technical requirements and advise and support relevant Government of Bangladesh agencies in procuring appropriate equipment, information technology, and services, including calibration and proficiency testing.
∎ Serve as the BTF focal point with the Bangladesh Accreditation Board and Bangladesh Food Safety Authority to promote certification and accreditation of test parameters and laboratory facilities and to help organize a network of food and chemical laboratories.
∎ Define and initiate BTF initiatives to improve quality management systems and test procedures, to prepare action plans and document procedures, and to support labs to apply for certification or accreditation of ISO standards.
∎ Lead the development of training tools and implementation of capacity-building initiatives, including a general training program and customized trainings to meet the needs of targeted laboratories.
∎ Contribute to the development and implementation of sampling protocols and assist in drafting SOPs.
∎ Contribute to and support other relevant tasks to support BTF's objectives as assigned.
Additional Requirements:
∎ A minimum of 7 (seven) years of experience working in relevant field. Experience as lab technician, research analyst, or laboratory quality management specialist at a chemical or food testing laboratory is advantageous.
∎ Demonstrated understanding of international biosafety regulations and international food safety standards, such as Codex Alimentarius, World Organization for Animal Health (WOAH, formerly OIE), and International Plant Protection Convention (IPPC).
∎ Demonstrated understanding of the requirements for competency testing and calibration of laboratory equipment and the requirements and procedures related to ISO/IEC standards. Practical experience in laboratory diagnoses and chemical and food testing parameters is preferred.
∎ Be fluent in English and Bangla languages, and have excellent written, oral communication, and presentation skills.
∎ Demonstrate proven competency in time management and multitasking.
