Job Responsibilities:
∎ 1. Strategic and Advisory Advice:
∎ ? Act as the primary advisor on agriculture, food security, access to finance, and trade, providing expert guidance to the EG Office Director, EG Deputy Office Director, A/CORs, Program Office, USAID Mission Management, and the USG interagency.
∎ ? Monitor and analyze data, information, and statistics, and policy, regulatory, and legislative developments related to agriculture, food security, food safety, and trade, offering timely advice on potential implications for U.S. agricultural development assistance programming, projects, and policies.
∎ ? Gather and utilize data and information from diverse and reliable sources to inform analysis and decisionmaking.
∎ ? Conduct analyses of Bangladesh's political-economy and competitiveness in different sectors, especially those related to agriculture (e.g., food safety, international trade), particular value chains, in support of guiding the Mission’s foreign assistance programming.
∎ ? Regularly monitor and provide advice on trends in the financial sector, with a specific focus on agricultural finance and relevant developments outside the formal financial sector (e.g., venture investment, angel investment, blended finance).
∎ 2. Project Development & Management
∎ ? Lead or guide the planning, design, and procurement of projects related to agriculture, food security,
∎ finance, and trade. Highlight the importance of involving local organizations and promoting inclusivity and sustainability through technical and institutional capacity building.
∎ ? Collaborate with interdisciplinary teams, including internal and external experts, to develop and design projects aligned with USG budget mandates, earmarks, and relevant Government of Bangladesh's strategies.
∎ ? Serve as an AOR/COR, activity manager, or alternate manager for large and complex (> $10 million) agricultural projects. Guide project implementation through the approval and oversight of work plans, quarterly reports, and project expenditures. As required, provide technical direction to USAID's implementing partners.
∎ ? Monitor and evaluate the technical and financial performance of projects, conduct site visits, interview beneficiaries, track project expenditures, and develop performance indicators to ensure impact and compliance with relevant USAID and USG policies.
∎ ? Prepare project performance reports and forecasts for key USG reporting channels, including the Contractor Performance Assessment Rating (CPAR), the Operational Plan (OP), and the Performance Plan and Report (PPR).
∎ ? Serve as the Mission focal point for the annual Trade Capacity Building (TCB) survey and Domestic Resource Mobilization (DRM) reporting, and other reporting requirements as assigned.
∎ 3. Strategic Partnerships
∎ ? Foster and maintain strategic relationships and partnerships with relevant Government of Bangladesh representatives, development partners, and private sector entities.
∎ ? Enhance collaboration with government, private sector, and development partners to ensure donor coordination and alignment with USG interventions, leverage resources, and identify opportunities for co-financing projects that contribute to shared goals and objectives.
∎ ? Engage as an active participant within internal and external technical working groups and serve as USAID's representative in pertinent forums linked to agriculture, food security, finance, and trade.
∎ 4. Mentorship & Supervision
∎ ? Offer mentorship to new and junior FSN and USDH staff engaged in the EG and FtF portfolio, steering them in areas such as strategic planning, systems thinking, project management. Aid them in cultivating specialized technical and programmatic expertise essential for fulfilling the Mission's objectives.
∎ ? Extend assistance to recently onboarded U.S. Direct Hire personnel, facilitating their comprehension of the nation's political-economy and agricultural landscape.
∎ ? As required, supervise junior FSN staff.
∎ C. SUPERVISORY RELATIONSHIP
∎ The Specialist reports to the EG Director or his/her designee, while exercising independent judgment to autonomously carry out his/her responsibilities.

∎ Minimum of seven (7) years of progressively responsible work experience in a
∎ field related to agricultural development with international donors, non-governmental organizations (NGO), and/or government is required. At least five years of experience with the procedures, policies, strategies, and operations of international development is required (e.g., development approaches, procedures for
∎ programming funds, defining strategic objectives, monitoring results, and awarding grants and contracts) is required.
