Educational Requirements:
∎ Bachelor of Medicine and Surgery (MBBS) with 1-year internship having valid registration from Bangladesh Medical and Dental Council (BMDC)

Job Context:
∎ Department : Health-Primary Health Care (PHC)
∎ Starting date : As soon as possible
∎ Contract Type : Open Ended Contract
∎ The Health Field Officer will work under the direct supervision and guidance of the Health Delegate in the ICRC`s Office in Cox`s Bazar.

Job Responsibilities:
∎ Implements and monitors of health programmes supported by the ICRC in cooperation with the Bangladesh Red Crescent Society (BDRCS) and the Ministry of Health and Family Welfare (MoH&FW)
∎ Assesses situations that could require ICRC health support and timely report to the line manager
∎ Implements of medical consultation, if needed, according to the national and international guidelines.
∎ Participates in monitoring to evaluate the MoH&FW, and BDRCS´s accountability and financial statement
∎ Assists building capacity of BDRCS- Mobile Medical Team (MMT), as well as the MoH&FW- Health Post Teams (HPTs), to assure the qualitative curative and preventable care
∎ Ensures the improvement of care for Non-Communicable diseases, Family Planning, Nutritional screening, Psychological First Aid, and Emergency response such as disaster or outbreak of illness, epidemic & pandemics, and Prevention
∎ Facilitates with MMT & HPTs to carry out regular coordination meetings and learning sessions twice per month
∎ Ensures fulfilment of objectives defined in action plans through the definition of indicators to evaluate and assess the impact of the programmes
∎ Prepares reports and statistics in a detailed and timely manner (weekly, monthly, and quarterly)
∎ Monitors the stock of medical items and preparing orders accordingly in agreement with the line manager.
∎ Develops and maintaining a network of relevant interlocutors
∎ Assures appropriate translation for delegates or other colleagues during field trips and meetings and ensuring relevant translation of documents and texts, as necessary
∎ Analyses the effectiveness of the systems implemented and provide advice to improve/adapt to the local context
∎ Participates in the design or adjustment of training programs as required
∎ Carries out logistical tasks regarding training/workshops, and so on
∎ Participates and contribute to the activities at Health complex projects
∎ Participates in identifying gaps in knowledge and providing solutions via capacity building or policy and procedure development for Health Complex support programmes

Additional Requirements:
∎ Clinical knowledge in Medicine, Gynecology, Obstetrics, Pediatrics at the Primary Health Care curative & preventive level as well as Emergency Preparedness and Response will get preference.
∎ Professional requirements:
∎ 3 to 5 years of similar work experience in Public Health in the humanitarian sector including at least 2 years of clinical work experience in Government or private hospital setting
∎ Experience in the Public Health, Primary Health Care department would be an advantage
∎ Experience in coaching medical staff and/or health volunteers
∎ Good connections with the local health authorities or groups of interest for the ICRC
∎ Excellent fluency in spoken and written English & fluency in local language (Bangla, Chittagonian)
∎ Excellent and proven command of Word, PowerPoint, and Excel
∎ Knowledge on Evaluation, Analysis, and Results-Based Management
∎ Good knowledge of the geographically assigned environment
∎ Personal qualities for the position:
