Job Context:
∎ World Vision is seeking a Deputy Chief of Party (DCOP) for an anticipated five-year project titled, "Accelerating Reductions in Adolescent Childbearing (ARaC) in Bangladesh," which is funded by the U.S. Agency for International Development (USAID).

∎ The purposes of the program are to 1) enhance adolescents` abilities to exercise their rights to delay early marriage and childbearing; 2) strengthen social support to delay marriage and early childbearing; 3) strengthen essential services for adolescents and their families; and 4) institutionalize effective solutions.

∎ Recruitment is contingent upon successful award of the project. Bangladeshi national candidates are encouraged to apply. Selection of final applicant is subject to USAID approval. The project is anticipated to begin in fall 2023.

Job Responsibilities:
∎ Ensure the high-quality development and timely submission of programmatic and financial project deliverables for USAID, the Government of Bangladesh, and World Vision, verifying compliance with donor and organizational requirements. Ensure project delivery meets all standard operational policies and procedures.
∎ Provide strategic and technical leadership and direction, defining and implementing activities to achieve the greatest impact toward project goals and objectives. Establish standard operating procedures (SOPs), including tools and templates, to guide effective, efficient, and compliant program administration.
∎ Provide expert guidance and technical assistance to achieve sustainable reductions in child marriage and childbearing, identify learning needs of project staff, and troubleshoot technical issues related to project implementation.
∎ Technical expertise and demonstrated experience in implementing interventions that successfully delayed child marriage and early childbearing is required. Expertise in child protection; education; gender equality and social inclusion (GESI); maternal, child, and adolescent health; mental health and psychosocial support; youth development; and/or economic development is a plus.
∎ Supervise the Technical Advisors in child protection; education; gender equality and social inclusion (GESI); maternal, child, and adolescent health; mental health and psychosocial support; economic development; and local capacity development. Provide technical leadership and supervise team members leading each area, including providing prompt feedback and appropriate corrective actions as required.
∎ Liaise closely with target district/region local stakeholders to co-create processes that work towards sustainable results of the USAID ARaC activity.
∎ Closely monitor the implementation of project activities against approved work plans and budgets and ensure timely completion of results and achievement of objectives.
∎ Contribute to analyzing, synthesizing, and reporting program outputs, results, and learnings in close collaboration with the monitoring, evaluation, and learning (MEL) team
∎ Assist the COP in managing consortium partnerships and maintaining collaborative partner relations, ensuring that all partners are aware of the project's expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium.
∎ Ensure thorough reporting to USAID through both formal and informal debriefings, annual and semi-annual reports. Lead the preparation of periodic programmatic reports and ensure timely submissions to USAID.
∎ Maintain active and cooperative relationships with all key stakeholders, including government officials and Government of Bangladesh ministries and divisions (e.g., Ministry of Health and Family Welfare and the Ministry of Women and Children Affairs, project partners, other implementing agencies, and related institutions.
∎ Assist the COP in training project personnel and consortium partners on effective implementation of SOPs.
∎ Manage a learning environment for effective program delivery and results.
∎ Support project to strengthen local organization capacity and mobilize domestic resources.
∎ Work closely with project staff and partners to identify, document, and disseminate best practices.
∎ Represent the project and the organization in public, as assigned, and support the distribution of information about project achievements and lessons learned.
∎ Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.
∎ Serve as Acting CoP in CoP's absence.

Additional Requirements:
∎ Age at least 35 years
∎ Both males and females are allowed to apply
∎ Master's degree from an accredited university in public health, global health, medicine, international development, social work, or another related field is required. PhD is preferred.
∎ At least 10 years of experience in leadership and supervisory roles in programs with similar complexity and scope in low-income and middle-income countries is required. Previous experience as COP for large scale, donor-funded programs preferred.
∎ Experience in one or more technical areas, including public health, child marriage and early childbearing prevention, child protection, social and behavioral change, adolescent and youth development, systems strengthening, and/or adolescent sexual and reproductive health.
∎ Significant knowledge of USAID compliance, rules and regulations required.
∎ Substantial experience managing diverse sub-grantees/sub-contractors, including international non-governmental organizations (INGOs), non-governmental organizations (NGOs), and local faith-based organizations (FBO) and private sector companies.
∎ Experience in program management and administration, financial management, award compliance, and tracking performance and costs via specific funding streams is required. Experience managing projects funded by the U.S. federal government required. Previous experience with USAID-funded projects preferred.
∎ Strong negotiation skills and the ability to develop relations with local partners, donors, and other stakeholders.
∎ Excellent interpersonal skills and demonstrated ability to lead and work effectively in teams.
∎ Demonstrated ability to work effectively with government representatives, private sector entities, local community organizations, donors, and other stakeholders.
∎ Demonstrated innovation and success in staff capacity building as well as participatory, flexible, and GESI-sensitive programming and implementation.
∎ Strong English communication skills, both oral and written.
∎ Experience living and working in Bangladesh.
∎ Travel: Ability to travel about 30%
∎ Language: Fluency in English required and Bangla a plus.
