Educational Requirements:
∎ Masters/University Degree in Disaster Management/Geography and Environment/Environmental Science/Geology/Development Studies/Governance and Development Studies from any recognized university/ institute.

Job Context:
∎ Duration of the contract: December 2022 (next extension depend on Funding availability).
∎ Reporting to: Manager - DRR, American Red Cross.
∎ Job Location: Cox`s Bazar and Kutubdia Sub-district

Job Responsibilities:
∎ The selected candidate for the position of Technical Officer (TO) -DRR will be responsible for providing technical support to Bangladesh Red Crescent Society (BDRCS) in implementing Disaster Preparedness activities under 'Comprehensive Disaster Readiness, Emergency Preparedness and Community Resilience Building in Cox's Bazar. S/he will be responsible to carry out following responsibilities but not limiting to the followings only:
∎ Program Design and Implementation Support:
∎ Assist to develop Plan of Action (PoA) for disaster preparedness/disaster risk reduction/disaster risk management activities incorporating activities of Cyclone Preparedness Program (CPP), Climate Change Adaptation (CCA), Disability inclusive Disaster Risk Reduction (DiDRR) in consultation with BDRCS and American Red Cross/IFRC program and planning team.
∎ Assist BDRCS DRR team in Planning, scheduling, conducting comprehensive community risk assessment/ Enhanced Vulnerability and Capacity Assessment (EVCA).
∎ Assess and identify Climate SMART small scale mitigation schemes.
∎ Technical support to BDRCS team in implementing cash for training/Cash for Work (CfW).
∎ Provide technical support in orienting local government/local administration, local influential, CPP, non-government organization's staff on revised Standing Order on Disaster, Humanitarian Essentials (CHS, SPHERE, Grand Bargain).
∎ Provide support to form/reactivate local level Disaster Management Committees.
∎ Provide technical assistance to BDRCS DRR team to undertake stakeholder mapping at host community areas to identify agencies/partners/sectors where BDRCS can exchange expertise as collaboration is much needed in achieving collective accomplishment.
∎ Assist BDRCS program team to develop implementation strategy in consultation with American Red Cross/IFRC management, MEL/PMER team and external stakeholders.
∎ Provide support to BDRCS team in developing module, schedule to carry out multi-hazard training for stakeholders, lead DRR agencies and Cyclone Preparedness Programme (CPP) volunteers.
∎ Provide support BDRCS in developing strategic response plan considering susceptibility to face severe damage by Cyclonic process.
∎ Provide appropriate technical assistance to BDRCS DRR team to support to Emergency Preparedness and Response Plan for Union/s of Kutubdia sub-district with local government and stakeholders.
∎ Support livelihood assistance at community level along with BDRCS NDRT/Cash team to carry out CBI.
∎ Provide technical guidance to the BDRCS field personnel for effective day to day program implementation.
∎ Conduct regular field visit for ensuring effective implementation of Disaster Preparedness Program activities through coordination, collaboration, and integration.
∎ Support to develop monthly and quarterly reporting along with capturing key lesson learnt for the DRR program.
∎ Provide support to MEL/PMER in conducting micro level study, assessment/research to contribute to future programming.
∎ Coordination, and Partnership Development:
∎ Regular coordination with stakeholders BDRCS counterpart along with RCRC sector lead, local government representatives, local administration, agencies working at Kutubdia, component focal and CPP officials and volunteers for the smooth implementation of DRR activities.
∎ Coordinate with the Government counterpart and various stakeholders for effective coordination and policy dialogue for mainstreaming Disaster Risk Reduction interventions.
∎ Monitoring, Reporting, Documentation, and Information Management:
∎ Maintain close coordination with IM and Reporting Officer to comply with reporting and documentation needs along with ensuring appropriate flow of Programme data for meeting up MEL/IM data needs.
∎ Support to Communication colleagues of IFRC/BDRCS in developing content, branding materials for fundraising and meeting up donor compliances.
∎ Maintain close communication with MEL/PMER colleagues to ensure effective execution of monitoring checklists, quality checklists for quality programming.

Additional Requirements:
∎ Candidates having 3 years of experience in the field of Disaster Risk Management/Disaster Risk Reduction and candidate having research (in DRR/DRM) background is highly preferred.
∎ Knowledge
∎ Understanding on DRR Projects Management Cycle in Bangladesh
∎ Working experience at coastal district/island areas.
∎ Strong Coordination and Communication skill
∎ Academic background on DM/DRM is preferable.
∎ Working experience in DM/DRM field.
∎ Understanding on local dialect/Chittagonian dialect is preferable
∎ RCRC Movement background (Volunteer/NDRT/NDWRT/Staff) is preferable.
∎ Background on DM/DRM research is preferable.
∎ Program Budgeting and Financial understanding.
∎ Training Facilitation/Module Development is preferable.
∎ Understanding on Core humanitarian principles, standard, Emergency Management is preferable.
∎ Experience in conducting sociological research/action research/DRR related research.
∎ Understanding on national and international DM drivers (DM act, SOD), Institutional and Regulatory framework of DM in Bangladesh.
∎ Motivation to stay and work at remote places/island areas.
∎ Practical Efficiency on Microsoft package & RS/GIS/SPSS/STATA is preferable.
∎ Languages: Fluency in English and Bangla.
