Educational Requirements:

Job Context:
∎ Duration of the contract: December 2022(next extension depend on Funding availability).
∎ Reporting to: Response Manager.

Job Responsibilities:
∎ Reporting to the IFRC Emergency Response and Readiness Delegate, the incumbent is responsible for providing technical support to the development and implementation of emergency response readiness systems and activities in collaboration with BDRCS. e/she will work with a specific focus on emergency readiness within this new environment.

∎ Duties and Responsibilities
∎ Program Design, Implementation, and Monitoring
∎ Provide technical support in developing plan of actions (POA), proposals, budgets and reports related to Disaster Risk Management (DRM) activities and programs.
∎ Provide support during the assessment, project planning, and implementation, monitoring, and reporting process and with the DRM team members at all aspects.
∎ Conduct regular field visit to PMO areas for ensuring effective and appropriate Preparedness and Response interventions through coordination, collaboration, and integration, together with his/her BDRCS counterpart.
∎ Provide support to develop monthly, quarterly, and yearly progress reporting along with capturing key lesson learnt for the DRM program.
∎ Technical Support
∎ Emergency Response and Readiness:
∎ Lead in providing technical support in the development and updating of multihazard response plans (contingency/response plans) of BDRCS and provide technical guidance to ensure effective preparedness and response to specific emergencies in close collaboration with the members of the DRM Team (CPP, DRR) including all relevant sector focal persons in PMO.
∎ Provide technical support in identifying areas for improvement on the existing emergency response and readiness capacity of PMO and develop and facilitate recommendations following the integrated DRM concepts.
∎ Provide technical support to BDRCS in setting up emergency response systems such as the operationalization of PMO Emergency Operation Cell (EOC), contingency stocks prepositioning, periodic capacity enhancement of volunteers and staff for camp and host areas, aligned with the DRM developed plan of action.
∎ Provide technical support to BDRCS in supporting the existing government systems in conducting stakeholder workshops, pre-disaster meetings, contingency planning and capacity building related to emergency preparedness and response, in close coordination with the DRM team.
∎ During emergency operations, provide guidance and technical support to BDRCS in ensuring that the overall response actions are systematic and coordinated, in close coordination with sectors and support services, with close supervision by PMO management.
∎ Provide technical support to BDRCS in building and/or enhancing its capacity on developing a systematic approach in collecting damage and response information collected through internal and external sources, whichever is available, and be able to develop needs and gaps analysis that will be used as basis in developing emergency plan of action for response.
∎ Lead in supporting BDRCS in developing situational reports on incidents/emergencies where RCRC has valuable engagements which will highlight the overview of incident and the RCRC level of engagements through the EOC.
∎ In close collaboration with the DRM team leads, lead in providing technical support to BDRCS in planning, designing, and conducting tabletop simulation and drills in coordination with related stakeholders to ensure effective preparedness and response to specific emergencies.
∎ Together with the DRM team, Lead in organizing and documenting lessons learnt or after-action evaluations related to post emergency responses, and capture areas that need further strengthening to facilitate continuous capacity building on emergency response readiness of PMO.
∎ Disaster Risk Reduction
∎ Provide support to DRR team in developing and updating plan of action for disaster preparedness/disaster risk reduction activities in camps and host communities to ensure that the emergency response and readiness aspects are captured in the overall plans as part of the integrated DRM approach, in addition to the activities related to Cyclone Preparedness Program (CPP) in consultation with BDRCS and American Red Cross/IFRC program and planning team.
∎ Provide technical assistance to develop camp specific Emergency Preparedness and Response Plan (EPRP) for better disaster risk reduction at camps to accelerate community readiness to respond to disasters in close collaboration with the DRM team leads.
∎ Together with the DRM Team leads, provide technical assistance to BDRCS DRR team in developing TTX/Simulation/Drill script, organizing and reporting in coordination with BDRCS emergency response team, SMSD partners under guidance from Camp in Charge/Assistant Camp in Charge.
∎ Whenever necessary, extend technical support in carrying out DRR interventions; EVCA, Multi-hazard training, small-scale mitigation, DMC Activation, IEC Development in consultation with BDRCS and American Red Cross/IFRC program and planning team.
∎ Coordination, Representation and Partnership
∎ Together with BDRCS counterpart, represent RCRC in relevant forums and coordination meetings with stakeholders, both internal and external (Government, INGOs/NGO's) at Cox's Bazar and national level related to emergency preparedness and response including mainstreaming DRM concepts.
∎ Coordinate with BDRCS/IFRC management, sectors, PNS and ICRC for emergency preparedness and response related activities.
∎ Together with BDRCS ER counterpart of PMO, ensure coordination mechanisms on emergency preparedness and response are in place among all the BDRCS structures (PMO, MRRO, Cox's Bazar Unit and Disaster Response Department in HQ)
∎ Maintain and explore strategic partnerships with UN and non-UN system organizations, I/NGOs, and Government organization to ensure effective management and implementation of the Disaster Risk Management activities at camp settlement.

Additional Requirements:
∎ Experience:
∎ At least 3-5 years minimum of professional working experience in field of Emergency Response and Preparedness, disaster risk management, including forecast and risk analysis.
∎ Knowledge:
∎ Workable command of MS-Office, internet.
∎ Good working knowledge on modern and emergency telecommunication systems.
∎ Open to provide knowledge and willingness learn from other team members.
∎ Fluent in English both speaking and writing. Speaking and understanding Rohingya/chittagonian language is an added value.
∎ Excellent communication skills both speaking and writing.
∎ Ability to multi-task and work under stressful conditions while ensuring quality outputs.
∎ Languages: Fluency in English and Bangla.
