∎ Relief International (RI) has been working in Bangladesh since 2004, implementing programs covering emergency response, health, economic opportunity, trafficking in persons, gender equality and youth empowerment. RI has been present in Cox`s Bazar since 2014 where it was implementing a trafficking in person`s project in Ukhiya and Teknaf supporting old caseload refugees as well as host communities prior to the large-scale influx. Since 2017, RI has scaled up its operations in Cox`s Bazar to support the emergency response by providing integrated, multi-sectoral programming for refugee and host communities, covering health services, including, child protection, SGBV, complimentary food and livelihoods opportunities to support social cohesion. Relief International is currently implementing a large scale refugee response program in Cox`s Bazar in Bangladesh in collaboration with multiple partners including UNHCR, UNSW, WFP. RI maintains its Bangladesh office at Cox`s Bazar with a field office at Ukhiya.

Job Responsibilities:
∎ Act as a key liaison between Relief International and government authorities (NGOAB, RRRC, CIC, DC, UNO and others as applicable) and other stakeholders by regular meeting for seeking all necessary approvals/permissions for program activities, approvals of FD-6, FD-7, FC-1 etc., NOC/Clearance at end of the project, travel authorizations, and ensure positive working relations with the government at all times.
∎ Support to preparation, submission and seeking approval of different program report like need assessment, project completion report, RRRC work permission etc.
∎ Accompany or backstop Country Supply Chain Operation Manager or SMT in high-level meetings.
∎ Lead coordination with Country Office, support team and local authorities to secure NOC, project completion certificate from local authorities.
∎ Monitor and report project context including govt. policy, any changes in policy, government coordination mechanism etc., and update CD/DCD/SMT on the changes.
∎ Interpret for expatriate staff and translate documents between Bangla and English.
∎ Provide cultural, situational and media reports and analysis of specific project areas.
∎ Ensure close communication with Country Director/Deputy Country Director and proactively report issues that might be of interest or concern or might impact effective program implementation.
∎ Support program development opportunities as requested, such as data gathering (particularly of official sources), or assessments.
∎ Develop communications materials (briefings, pamphlets, newsletters, etc.) for community relations, donor reports, and funding appeals.
∎ Manage vehicle movement permission in camps' area and Camp Access Pass for the National Staff & Expat from RRRC.
∎ Collect & Compile project report with coordination programs team & submit to DC office & RRRC office in every month.
∎ Support to program arranging project launching ceremony/program events and ensure present as guests relevant Government authorities RRRC, DC, CiC, UNO, and relevant other stakeholders at the meeting.
∎ Report to Government security agencies any changes of Organization & Activities/VISA clearance (NSI, SB, DGFI & Police) as required regarding project activities or any other information prior to permission of organization.

∎ Access, Safety and Security (ASS) Risk Management:
∎ Provide day-to-day Safety and Security Management, including: situation monitoring, information sharing and reporting, implementing mitigation measures and evaluation.
∎ Conduct at least once a year Security Risk Analysis (SRA) according to minimum operational requirements (MOSS) in Dhaka and all field locations for RI. Set up a follow up system for implementation of validated recommendations.
∎ Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
∎ Routinely revise safety and security plans to adapt to evolving security situation.
∎ Conduct ad-hoc field visits at program sites for security assessments, audits and security awareness.
∎ Evaluate, review and update the hibernation and evacuation plans for all RI premises in Bangladesh, and ensure that the practical preparations are in place and known to all staff.
∎ Ensure that accurate, up-to-date access, safety and security information is available to all RI staff based in Dhaka, Cox's Bazar and all RI visitors and delegations (if needed adapted in different language).
∎ Design adequate briefings and procedures for donor visits and delegations to RI programmes.
∎ Undertake continual assessments of ASS equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
∎ Pro-actively identify and suggest procedures through which RI staff, programs, organization, beneficiaries and assets can be better protected and risk minimized - while ensuring RI continues to deliver maximum humanitarian and development assistance in country.
∎ Manage access, safety and security incidents pertaining to all RI staff and assets upon delegation by the supervisor.
∎ Act as an adviser to the Crisis Management Team Focal during a crisis and take lead as and when delegated.
∎ Physical Safety & Security Management:
∎ Ensure all physical security measures in the different sites are operational and adequate including checking operational capacity of the CCTV, recording & resolving troubleshoots.
∎ Supervise guard deployment in facilities/Offices.
∎ Practice emergency response periodically as planned in all facilities.
∎ Orientation, Training and Capacity Building:
∎ Ensure Safety and Security orientation briefing is done for each new RI staff within 48h and for each visitor within 24h. Ensure all RI staff receive regular updated HSS briefings.
∎ Provide regular trainings for RI staff and Field Focal Points on security preparedness, prevention and response including Operational Procedures (SOPs), regular drills (e.g., headcount, fire, evacuation, etc.), Contingency Plans (CPs), Security Management, Incident Reporting, Prevention and Response Mechanisms, Communications protocols etc.
∎ Ensure records of SS briefings are archived and accessible for compliance check.
∎ Monitoring, Reporting & Analysis:
∎ Design and maintain a reporting system for all matters related to safety and security which provides timely information and recommendation to Senior Management at adequate level and in timely manner and archive properly.
∎ Constantly monitor and update available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access, health, safety and security of staff and archive properly.
∎ Prepare, compile and submit the Monthly Security Report for Bangladesh and archive properly.
∎ Oversee lessons learned exercises following incidents.
∎ Coordination/Representation:
∎ Liaise with counterparts in UN, INGOs, NGOs, Local authority as UNO, DC, RRRC, CiC, CS etc. to ensure inter-agency health, safety & security by attending coordination meetings, regular visit to them, and develop inter agency coordination tools (e.g., coordination on security tree, evacuations, etc.).
∎ Participate and represent RI in coordination meetings with NGO colleagues, meetings conducted by local and state authorities, UN agencies and stakeholders at Field/Camp level.

Additional Requirements:
∎ Age at least 18 years
∎ Working experience with UN/NGOs/INGOs in security accesses, FDMN and conflict/sensitive areas will strongly be preferred.
∎ Proven experience in coordination with government authorities and other stakeholders
∎ Strong computer skills (MS Office) and strong analytical skills
∎ Willingness to make frequent field trips to the field
∎ Ability to work under stressful conditions and working environment
∎ Excellent diplomatic skills and knowledge of the context
∎ Excellent language skills (written and spoken) in both Bangla and English; previous interpretation/ translation experience preferred
