Job Context:
∎ Handicap International-Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in Bangladesh in poverty, exclusion, conflict, and disaster situations. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects that assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building the capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static method are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas, providing comprehensive services in physical rehabilitation, primary health care, protection, and MHPSS.
∎ HI is currently implementing a development and humanitarian response project in Kurigram and Cox`s Bazar district through 3 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 342 National staff and 4 international staff
∎ HI is currently looking for a Human Resources Officer. Under the supervision of the Country Human Resource Manager, the Human Resources Officer manages personnel administration activities in his or her geographical area according to current legislation. He or she ensures that the mission`s HR-related administrative procedures are consistent with HI`s HR policies and frameworks and with local laws and practices.

Job Responsibilities:
∎ Mission 1: Operational implementation
∎ Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
∎ Contribute to planning and preparing activities, tools, and the associated resources, and implement the action plan in conjunction with the support services and the technical unit.
∎ Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
∎ Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager.
∎ Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
∎ Contribute to the drafting of amendment requests when asked by the project manager.
∎ Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
∎ Ensure that project documents and information are properly archived.
∎ Increase the knowledge humanitarian community regarding people at risk of exclusion, factors of exclusion, and solutions to remove barriers;
∎ Promote the effective consultation (participation) of communities affected by crisis before, during, and beyond humanitarian interventions;
∎ Reduce barriers to access during the design and implementation of humanitarian services;
∎ Support the challenges (barriers) that need to be reduced as well as the good practices (resources) that need to be promoted
∎ Participated in the different levels of the service offered, including the institutional level, the program, and the service offered: Participated in elaborating the framework of the services, policies, planning, resource mobilization, knowledge, skills, and attitudes of teams, operational tools and guidelines
∎ Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning
∎ Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
∎ Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed.
∎ Contribute to the setup and smooth running of accountability mechanisms.
∎ Contribute to project learning.
∎ Responsibility 3: Ensure project data management
∎ Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
∎ Collect and compile project-related data in the relevant database.
∎ Responsibility 4: Contribute to the coordination of project teams
∎ As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary.
∎ Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
∎ Responsibility 5: Contribute to external project communication
∎ Contribute to HI's external influence by taking part in networks, when required.
∎ Communicate about the project to partners, authorities and stakeholders when relevant.
∎ Mission 2: Emergency Preparedness and Response
∎ Contribute to the programme's emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Additional Requirements:
∎ Age at least 18 years
∎ At least 2 years of experience in HR, preferably in a development and humanitarian context.
∎ Any HR-related training and/or certification will be considered an added advantage
∎ Excellent interpersonal and communication skills.
∎ Sound knowledge of Bangladesh Labor Law and different applicable laws laid out by the Bangladesh government.
∎ Shows understanding and sensitivity regarding Safeguarding policies, i.e., Child protection, PSEA gender, etc.
∎ A very good command of MS Office and Bangla typing skills is mandatory.
∎ Excellent oral and written communication skills, in both Bangla and English.
∎ A basic understanding of general HR management, knowledge of office management, documentation, and filing, and a fair understanding of the recruitment process and procedures.
∎ Excellent analytical and numerical skills.
∎ Ability to prioritize, strong organizational skills.
∎ Autonomy and the ability to work as part of a team.
∎ The real motivation for working in the humanitarian sector.
∎ Computer skills: Excel, Word, PowerPoint.
∎ Communication skills: excellent communication skills both in Bangla and English.
∎ Knowledge of HR software.
