Educational Requirements:

Job Context:
∎ The Centre for Disability in Development (CDD) is a not for profit organization established in 1996 to develop a more inclusive society for persons with disabilities. CDD simultaneously builds technical capacities of the development stakeholders and the communities in how to be more inclusive whilst also enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports.
∎ CDD is one of the most renowned organizations in the field of disability-inclusive development. CDD`s work in Bangladesh is supported by international and national donor agencies/development partners. CDD offers an inclusive, amicable, and respectable work environment.
∎ The Ramon Magsaysay Award (Asian version of the Noble prize) has been awarded to its Executive Director in 2010. In 2018, CDD was recognized by the Government of Bangladesh as one of the best organizations working on disability and development issues.
∎ CDD Office is now accepting applications for Monitoring, Evaluation, Accountability and Learning (MEAL) Officer. This position will be recruited by CDD under a project titled `Inclusive Emergency Assistance to Crisis-affected Rohingya Population in Cox`s Bazar and Bhasanchar, Bangladesh` to be implemented with the support of HI. The project will take initiatives to improve the economic condition of people with disabilities by accessing inclusive livelihood, mental health and well being support.

Job Responsibilities:
∎ Responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project
∎ Developing a systematic monitoring framework (M&E guidance and tools) to improve the qualitative and quantitative evidence gathered by the Project.
∎ Participate in program design and proposal discussions, including log frame design, revision of log frame as per project documents and budgeting for M&E.
∎ Support program staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
∎ Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review.
∎ Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
∎ Supervise and coordinate data collection activities and validate field data/ activity reports to ensure quality
∎ Capacity building and training of program and M&E support staff on M&E technical and conceptual areas.
∎ Designing data collection instruments to monitor project outputs and track progress of all activities against monthly, quarterly and annual work plan targets.
∎ Fostering participatory planning and implementation of accountability activities by training and involving community members, partners and other primary groups.
∎ Ensuring dissemination of complaints handling procedures, beneficiary feedback mechanism, policies and tools as appropriate to beneficiaries, project staff and other stakeholders drawing on multiple communication channels.
∎ Record and analyse data and produce monthly Feedback/Complaint reports.
∎ Ensure that cross cutting issues as gender, age, ethnicity, disability are addressed in all project implementation.
∎ Identify lessons learned and develop case studies to capture qualitative outputs of the project
∎ Developing baseline data for each project component and for all project indicators.
∎ Supervise and mentor M&E support staff in executing M&E plans.
∎ Contribute to the design of M&E staffing structure and resourcing, including collaboration with program staff to identify and plan for M&E needs.
∎ You will also perform additional work according to the projects need and as being assigned by the CDD authority.

Additional Requirements:
∎ Age 22 to 45 years
∎ At least 2-3 years' experience in a National or International NGO, preferably in an emergency setting, in similar position including reporting of large scale project and systems development.
∎ Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative method
∎ Proven experience working with partners and other international stakeholders (UN, INGOs)
∎ Good oral and written communication skills both in Bangla and English
∎ Computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
∎ Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred
∎ Must be able to work under pressure and tight schedule in the context of humanitarian crisis
∎ Knowledge of the context in the Cox's Bazar Rohingya and refugee response.
∎ Strong analytical skills; Technical knowledge and experience on Gender and Disability Inclusion
∎ Excellent in time management and has to take on multi-tasks.
∎ Good cultural awareness and sensitivity

Salary: Tk. 65000 (Monthly)
