Job Context:
∎ Danish Red Cross (DRC) of the International Federation of Red Cross and Red Crescent Societies (IFRC) Country Delegation Bangladesh is looking for a suitable Bangladeshi national for the above mentioned position. DRC is supporting Bangladesh Red Crescent Society (BDRCS) bilaterally in several programmes including the population movement operation in Cox`s Bazar, disaster response, COVID-19 response and the institutionalization of Mental Health and Psychosocial support among others.
∎ Job Purpose:
∎ Reporting to the DRC Programme Delegate, the PMEAL and Communications Officer will be mainly responsible for maintaining, developing, and ensuring the quality reporting and communications functions of the DRC Country Office, mainly for ongoing bilateral projects and country operations and extend necessary support to the BDRCS. The Officer will roll out M&E related systems, processes, analysis, and reporting of the projects and initiatives and will be responsible for developing in-house tools and managing data to track M&E indicators of the project. In addition, the PMEAL and Communications Officer will provide technical support and contribute to staff training and mentoring in areas of planning, evaluation, data collection and analysis, learning agenda development and other project-level M&E-related deliverables. He/she will liaise with relevant members of the DRC Country Office and BDRCS Project Team. This post will require extensive travel to project areas.

∎ Reporting to: Programme Delegate , Danish Red Cross (DRC)

Job Responsibilities:
∎ Support DRC's planning process in Bangladesh (quality check, coherence of information, editing, formatting etc.) of project along with the DRC country team, liaising with managers, to ensure that they meet required quality standards and comply with deadlines.
∎ Maintain an overview of all reporting deadlines and requirements and ensuring the reports are submitted in a timely manner and good quality.
∎ Provides technical support in monitoring and evaluation systems and processes of project.
∎ Synthesizes project successes and finalizes and aggregates project's M&E indicators.
∎ Undertake routine monitoring and baseline surveys including designing data collection tools, training enumerators, ensure quality of data, analyse data and prepare reports.
∎ Support technical backstopping mission, midterm review, and final evaluation process of the project.
∎ Design tools of M&E in consultation with the programme team.
∎ Develop progress monitoring systems, design tools and train BDRCS staff based on the indicators set in the log frame.
∎ Collect, enter and analyse data and prepare reports with the guideline from Project Managers based on project reporting requirements / timeline.
∎ Conduct M&E related training/s for project staff and volunteers.
∎ Monitor project activities and progress towards achieving the project output.
∎ Prepare success stories and case studies for sharing with BDRCS/BRC and relevant stakeholders.
∎ Visit the project site(s) regularly and submit regular monitoring reports to the programme team.
∎ Ensure that analysis and findings from monitoring and reporting are communicated to the project team, internal and external stakeholders effectively.
∎ Work as a team member and share views and plans with BDRCS/DRC colleagues, and management.
∎ Provide support to the programme team in developing concept notes and Terms of Reference (ToR).
∎ Establish and maintain effective working relationships with DRC and BDRCS project teams.
∎ Coordinate with BDRCS' PMER section as well as other Movement Partners.
∎ Support the development of DRC BD social media account and manage the flow of information and exchange.
∎ Perform any other duties as assigned by the Line Manager.

Additional Requirements:
∎ Experience:
∎ Minimum 5 years of relevant experience on PMER.
∎ Experience and skills in developing monitoring, evaluation, and tools.
∎ Experience and skills in developing tools for community based participatory monitoring.
∎ Experience in working with local communities, civil society, partners, LGIs and governments officials.
∎ Experience of working with the Red Cross and Red Crescent Movement.
∎ Working for a humanitarian/non-profit making organization.
∎ Knowledge and Skills:
∎ Advanced skills in computers (Windows, word processing, power point, spreadsheets).
∎ Able to work independently and as part of the team.
∎ Skills in training and developing staff.
∎ Exceptional organizational ability with an eye for detail.
∎ Documentation preparation/presentation and computer-based production skills.
∎ Able to prioritize work, multi-task and meet deadlines.
∎ Willing to travel and operate in a demanding working environment.
∎ Languages:
∎ Fluently spoken and written English.
∎ Good command of Bangla and other local languages.
