Job Context:
∎ Danish Red Cross (DRC) of the International Federation of Red Cross and Red Crescent Societies (IFRC) Country Delegation Bangladesh is looking for a suitable Bangladeshi national for the above mentioned position. DRC is supporting Bangladesh Red Crescent Society (BDRCS) bilaterally in several programmes including the population movement operation in Cox`s Bazar, disaster response, COVID-19 response and the institutionalization of Mental Health and Psychosocial support among others.
∎ Job Purpose: Reporting to the DRC Programme Delegate, the Project Manager - Health will provide programmatic and technical support to the overall health component of the programme, assisting the DRC Country office in achieving the programme objectives working closely with the Country Office National Staff and Delegates. He /She will support the BDRCS health team to plan, manage and effectively implement activities under the health component under the generic community resilience framework. The incumbent will mainly provide technical, monitoring, and other implementation support to Bangladesh Red Crescent Society health team in rolling out ongoing projects and developing new proposals for mobilizing additional resources. In addition, he/she will support strategic anchoring, coordination and partnership with relevant government and non-government health agencies at national and district level.
∎ Duration of the contract: 12 months, with possible extension
∎ Reporting to: Programme Delegate, Danish Red Cross (DRC)
Job Responsibilities:
∎ Provide overall technical guidance to the DRC Country office in health programme development, implementation, monitoring, and quality assurance.
∎ Support BDRCS health team in planning, implementation, monitoring and documentation of health project activities at NHQ and project areas.
∎ Specifically, support the planning and implementation of projects related to Non-Communicable Diseases, Epidemic and pandemic preparedness and response and community-based health promotion.
∎ Support BDRCS health department to develop and sustain strategic partnerships with government Ministry of Health and Family welfare, related health departments, UN agencies, NGOs, institutions of higher learning and other health focused bodies.
∎ Provide technical advice related to national health strategies, policies, and guidelines.
∎ Prepare and assist BDRCS Health team and PMER teams to prepare situation and operational assessments, reviews and evaluations as deemed relevant.
∎ Support the BDRCs Health team in the development of the health strategy.
∎ Develop health related project concept notes /project proposal in consultation with BDRCS and line manager and submit to potential donors.
∎ Participate health cluster meetings and share the updates with BDRCS and DRC colleagues.
∎ Support BDRC health team in organising and facilitating relevant health trainings and workshops including CBHFA, ECV (Epidemic Control for Volunteers) and other technical health.
∎ Support BDRCS health teams in developing/ adapting context relevant materials, tools, and messages on health promotion and especially on NCDs and Epidemic preparedness and response.
∎ Represent DRC in relevant health meetings, seminars and conferences locally and internationally.
∎ Support BDRCS in aligning health interventions to key national and international standards and benchmarks on health including the Bangladesh National Action Plan for Health Security (NAPHS) IFRC strategy 2030, Sustainable Development Goals (SDGs).
Additional Requirements:
∎ Experience:
∎ Minimum of 5 years professional experience with health programmes.
∎ Demonstrated experience and achievements in developmental and emergency health projects.
∎ Experience on working emergency health preparedness and response including epidemic preparedness and response and disease surveillance.
∎ Knowledge on project planning & budgeting, supervision and management to include monitoring and evaluation.
∎ Background on proposal and concept note development and project narrative and financial reporting.
∎ Knowledge on public health and management of communicable, noncommunicable diseases.
∎ Red Cross/Red Crescent experience.
∎ Experience working for a humanitarian/non-profit making organization.
∎ Experience working with multi-stakeholders including the government.
∎ Knowledge and Skills:
∎ Self-supporting in computers (Windows, spreadsheets, word processing, email and internet.
∎ Skilled in training, mentoring and coaching individuals and groups, as appropriate.
∎ Highly motivated, self-starter able to lead a process, engage others and create ownership.
∎ Flexible and willing to deal with ambiguity, changes, and challenges.
∎ Able to prioritize work, multi-task and meet deadlines
∎ Willing to travel and operate in a demanding working environment.
∎ Languages:
∎ Fluently spoken and written English.
∎ Good command of Bangla and other local languages.
