Job Context:
∎ Duration of the contract : 12 months, with possible extension
∎ Reporting to : Country Representative, Swedish Red Cross
∎ Job Purpose:
∎ S/he will overview, develop, strengthen, and harmonize the financial and administrative department of SweRC in Bangladesh including some internal control procedures, adequate accounting, procurement and finance development. S/he will work closely with and report to Swedish Red Cross Country Representative based in Dhaka, the Swedish Red Cross Finance & Admin Officer in Cox`s Bazar and with the SNSRC team in Dhaka.
∎ As the SweRC programs in Bangladesh are implemented by the BDRCS or meant to be, s/he will collaborate closely with BDRCS teams at HQ level (Dhaka), in Cox`s Bazar and in the other targeted districts.
∎ Working towards a system where SweRC financial information from Cox`s Bazar is review at Dhaka level with the regional finance delegate.
∎ S/he will also work in close collaboration and coordination with RCRC Movement partners as necessary. The position demands flexibility, diplomacy, and ability to adapt to new priorities.

Job Responsibilities:
∎ For the SweRC programs in Bangladesh:
∎ In close consultation with the SweRC Country Representative and the SweRC Program Managers (Dhaka and Cox's Bazar), overlook at the SweRC budgets to ensure adequate accounting, authorisation, and internal control procedures (hands on SweRC Delegation budget + SNSRC budget).
∎ Review monthly and quarterly BVA (Budget Variance Analysis) and monitor budget utilization - provide recommendations and technical analysis to the SweRC Program Manager and Country Rep.
∎ Dealing with SweRC Banking Issues, act as a custodian of cheque books, pay suppliers/BDRCS & Keep recording of those
∎ Review and ensure quality of monthly and quarterly financial reports from the BDRCS (and SweRC PMO team as needed before transition).
∎ Translation of financial and supporting documents into English as needed.
∎ Review and validate quarterly budget forecasts and cash requests from the BDRCS with SweRC colleagues and review them with SweRC Country Representative.
∎ Review and consolidate the annual financial statements if required.
∎ Actively participate to ensure the quality of the annual external audits hiring process in a timely and coordinated manner for SweRC ran projects.
∎ Ensure the procurements done outside programs (for the SweRC Delegation) are well-documented and follow the IFRC/SweRC regulations.
∎ Conduct trainings on financial procedures and guidelines to field program personnel and volunteers, as needed.
∎ Take the leading role in developing new program budget following SweRC budget template with close consultation with Program Manager/Country Representative.
∎ Monthly Cash Forecast of SweRC to IFRC and cash request for Bangladesh Country Office (Delegation Budget) to HQ and ensure availability of fund.
∎ Set up accounting routines for office budget Day to day accounting tasks.
∎ Supervise Petty cash (managed by office assistant).
∎ Monthly bank reconciliations of SRC local accounts.
∎ Prepare original supporting documentation for sending to SweRC HQ in Sweden.
∎ Support Regional Finance with spot-checks of BDRCS projects funded by SweRC.
∎ Overall duties:
∎ Ensure MoU's and Project Agreements are in place and support the SweRC Country Rep with those tasks.
∎ Ensure that the Internal control procedures are in place, harmonised when possible, and implemented. Identify possible areas of improvement in the existing financial system and propose changes to SweRC Country Rep / Project Controllers to address them.
∎ Ensure all relevant documents related to SweRC financial information are organized and available to the SweRC / BDRCS teams.
∎ Upload or ensure financial reports / information are uploaded on PUFF (SweRC internal network).
∎ Be the focal person in Dhaka with IFRC Finance department (for global issues).
∎ Review, check, prepare the analysis of IFRC monthly invoice before sending to the SweRC Country Rep for validation.
∎ Follow-up, update and share with the Country Rep the SweRC HR database on monthly basis.
∎ Handle overall admin / logistics/HR/Admin and security responsibilities in coordination with SweRC Country Representative.
∎ Represent the SweRC in Dhaka as requested by the SweRC Country Representative.
∎ Perform other related duties as may be assigned by the SweRC Country Representative.
∎ Working abilities:

∎ This role requires some field travels, a flexible attitude, team-oriented approach, and the ability to deliver quality products under pressure.

Additional Requirements:
∎ Experience:
∎ 5-7 Year of experience to working on admin and finance role with Red Cross/INGOs.
∎ Experience of working with the Red Cross and Red Crescent Movement.
∎ Good written communications skills, with ability to adapt style to suit different communications media and audiences.
∎ Experience in coaching and transferring skills and knowledge to counterparts
∎ Knowledge and Skills:
∎ Experience in accounting.
∎ Strong skills in Microsoft Package including Excel.
∎ Good knowledge of Tally "accounting" software.
∎ Knowledge on community resilience, climate change, disaster risk reduction, WASH and PGI
∎ Developing budgets, plans and financial
∎ Skills in database management and Different softwares.
∎ Self-supporting in IT.
∎ Comfortable in working and communicating with different nationalities.
∎ Detail-oriented, able to multi-task, a team worker
∎ Languages:
∎ Advanced knowledge of written and verbal communication in English.
∎ Fluent in speaking and writing Bangla.
