Job Context:
∎ Based in: Cox`s Bazar
∎ Duration of the contract: December 2023 (next extension depends on Funding availability).
∎ Reporting to: DRR Technical Manager / Programme Coordinator, American Red Cross.
∎ Overview: The International Federation of Red Cross and Red Crescent Societies (IFRC or "the Federation") is the world`s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

Job Responsibilities:
∎ The selected candidate for the position of Senior Program Officer (SPO) will be responsible for providing technical support to the Bangladesh Red Crescent Society (BDRCS), Cyclone Preparedness Program (CPP) and American Red Cross/IFRC team in implementing Disaster Preparedness activities under Comprehensive DRR and Community Resilience Building Program in Cox's Bazar. S/he will be responsible for carrying out following responsibilities:
∎ Program Design and Implementation Support:
∎ Assist to develop plan of action for disaster preparedness/disaster risk reduction activities at camps incorporating activities of Cyclone Preparedness Programme (CPP) in consultation with BDRCS and American Red Cross/IFRC program and planning team.
∎ Assist BDRCS program team to develop implementation strategy in consultation with the American Red Cross/IFRC management, MEL/PMER team and external stakeholders (including camp management, camp administration and SMSD partners).
∎ Provide support to BDRCS team in developing module, schedule to carry out multi-hazard training both for camp level stakeholders, lead DRR agencies and CPP volunteers.
∎ Assist BDRCS DRR team in Planning, scheduling, conducting comprehensive community risk assessment/Enhanced Vulnerability and Capacity Assessment (EVCA) at camps.
∎ Provide technical assistance to BDRCS DRR team to undertake stakeholder mapping in the camp settlement to identify agencies/partners/sectors where DRR team can contribute to develop their Risk Reduction related planning documents and share findings with relevant sector leads, partners as well as advice on preparedness actions.
∎ Provide technical assistance to develop camp specific Cyclone, Flood/Flash Flood, land slide contingency plan for better disaster risk reduction at camps to accelerate community readiness to respond to disasters.
∎ Provide technical assistance to BDRCS DRR team in developing TTX/Simulation/Drill script, organizing and reporting in coordination with BDRCS emergency response team, SMSD partners under guidance from Camp in Charge/Assistant Camp in Charge.
∎ Provide appropriate technical assistance to BDRCS DRR team to support camp level disaster preparedness and response plan in consultation with Camp in Charge/Assistant Camp in Charge, SMSD partners jointly with BDRCS emergency response team.
∎ Provide technical guidance to the BDRCS field personnel for effective day to day program implementation.
∎ Conduct regular field visit for ensuring effective implementation of Disaster Preparedness Program activities through coordination, collaboration, and integration.
∎ Support to develop monthly and quarterly reporting along with capturing key lesson learnt for the DRR program.
∎ Coordination and Partnership Development:
∎ Regular coordination with stakeholders (Camp in Charge, SMSD partners and camp actors), BDRCS counterpart along with RCRC sector lead, component focal and CPP officials and volunteers for the smooth implementation of DRR activities.
∎ Coordinate with the Government counterpart and various stakeholders for effective coordination and policy dialogue for mainstreaming Disaster Risk Reduction interventions.
∎ Maintain and explore strategic partnerships with UN and non-UN system organizations, I/NGOs, and Government organization to ensure effective management and implementation of the Disaster Risk Management activities at camp settlement.
∎ Liaise with regional, national and local institutions and organizations specialized in Disaster Risk Reduction in support of ' best practices' for experience sharing and replication.
∎ Provide support to BDRCS DRR team in developing concept note/Terms of Reference (ToR) to meet up management and Financial compliance/s in coordination with team members.
∎ Provide need-based support to MEL/IM/PMER/Communication colleagues to carry out role specific responsibilities to meet up donor and management requirements.
∎ Maintain regular coordination and communication with other component lead of Comprehensive DRR and Community Resilience Building Program.

Additional Requirements:
∎ Candidates having 4 years of experience in the field of Disaster Risk Management/Disaster Risk Reduction and at least 1 year's working experience at camp settlement in similar working arena is required.
∎ Working experiences on EPR portfolio in camps settlements would be an added qualification.
∎ Professional understanding on DRR projects management cycle in Bangladesh
∎ Working experience with Site Management Site Development at camps, Cox's Bazar.
∎ Strong Coordination and Communication skill
∎ Academic background on DM/DRM is preferable.
∎ Working experience in Disaster Risk Reduction / Management field.
∎ Understanding on local dialect/Chittagonian dialect is preferable
∎ RCRC Movement background (Volunteer/NDRT/NDWRT/Staff) is preferable.
∎ Background on DM/DRM research is preferable
∎ Program Budgeting and Financial understanding
∎ Training Facilitation/Module Development is preferable.
∎ Partnership Management.
∎ Understanding on Core humanitarian principles, standard, Emergency Management is preferable.
∎ Practical Efficiency on Microsoft package & RS/GIS/SPSS/STATA is preferable
∎ Languages: Fluency in English and Bangla.
