Educational Requirements:

Job Context:
∎ Our Ideal Candidate: The role of the ICLA officer is to deliver high-quality information, counselling and legal assistance services within the delegated thematic and geographical portfolio.
∎ Contract period: 12 months (extendable)
Job Responsibilities:
∎ Facilitate the provision of information about the Legal Identity and Housing land and property (HLP) rights and entitlements of beneficiaries.
∎ Facilitate individual and group legal counselling from the help desk, ICLA-Hub and during mobiles visits
∎ Support and mobilize beneficiaries for enabling them to address their legal issues relating to their Legal identity and HLP rights independently.
∎ Provide follow-up and direct legal assistance on issues which cannot be addressed by beneficiaries independently.
∎ Liaison and collaborate with relevant local authorities and stakeholders.
∎ Conduct or assist training on Legal Identity, Housing land and property (HLP) rights and Collaborative Dispute Resolution (CDR) to NRC staff, stakeholders and beneficiaries.
∎ Contribute to the monitoring and mapping exercises organized and/or participated in by NRC
∎ Cooperate with relevant NRC core competencies and support units to develop integrated responses to the beneficiaries' needs
∎ Perform any other tasks as requested by ICLA Coordinator / PM.
Additional Requirements:
∎ Extensive experience working in the field with displaced and/or vulnerable groups and communities and government authorities
∎ Previous experience in the Rohingya response
∎ Fluency in English, both written and verbal
∎ Excellent computer proficiency
∎ Proven expertise in protection, and HLP rights with strong knowledge of housing and land laws, procedures, and practices in Bangladesh
∎ Oral proficiency in the Chittagonian dialect.

∎ Business : An estimated 905,000 Rohingya refugees currently reside in Cox`s Bazar, Bangladesh, over 700,000 of whom fled extreme violence in Myanmar in late 2017. They reside in refugee camps, which are among the most congested camps in the world, with limited access to basic services, including adequate sanitation, healthcare, livelihoods and education.
The refugees have put an immense strain on the Bangladeshi`s living in Cox`s Bazar, however, despite the challenges, the Bangladeshi communities were the first to respond when the Rohingya arrived and generously continue to host the refugees, and many of the local communities are now also in need of support.
NRC has been present in Bangladesh since 2016, working through partnerships with local NGO`s. We have since scaled up our presence in Bangladesh, obtaining legal registration in November 2018, allowing us to better respond to the Rohingya influx. Alongside our partners, we provide assistance to refugees and local communities through Education programming and Information, Counselling and Legal Assistance (ICLA) activities.
